- St. Cloud MN VA Overhead PA System Head End and Remote Amplifier System Replacement NAICS Code: 541519 Solicitation Number: 36C26318Q9897 Notice Type: Request for Information (RFI) This is a Request for Information (RFI) only; it is not a request for quotations or offers. 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of an Overhead PA System Head End and Remote Amplifier System Replacement as indicated below at the St. Cloud VA Healthcare System located at 4801 Veterans Drive, St. Cloud, MN 56303. To assist interested parties, a brief/general description (not all inclusive) is provided below: Overhead paging system replacement for the St. Cloud MN VA Health Care System. The current Dukane PA system and amplifiers need to be replaced with a new system that accommodates zone paging and timed recorded messages. The new system will include amplifiers, telephone interface equipment, master clock, recording device, and any other associated head end hardware/software for a fully operational system. The new system must maintain the existing coverage in buildings 1, 1A, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 14, 28, 29, 48, 49, 50, 51, 54, 57, 59, 88, 95, 96, 108, 109, 111, 112, 115, 116 and 118. Currently, there are 8 remote amplifiers located in the following locations: Bldg 2 Room 1A Bldg 28 room 68 Bldg 29 room 15 Bldg 48 room 11B Bldg 49 room 33 Bldg 50 room 23B Bldg 51 room 1A Bldg B118 room 4 The head end equipment for this system will be installed on the first floor of building 108, Room 112. The 8 existing remote amplifiers will be replaced in their existing locations. Existing speakers and cabling will be re-used. The new paging system will include a telephone interface module for connection to the VA s existing Nortel CS 1000 PBX. This component is anticipated to be replaced in the near future by a Cisco Unified Call Manager. The contractor must verify with the VA prior to ordering and installing the telephone interface to ensure compatibility with the new system. Amplifier sizes, master clock, and recording devices for canned messages must be appropriate for system. System is to be Air Gapped and not connected directly to the VA s internet system. The contractor is allowed to utilize the existing engineering fiber optic network that is looped throughout the major buildings on campus. The following areas currently have internal paging to the whole facility and must also have this capability with the new system: Building 1 operators desk Building 111 room 5 (MAA office) Building 108 room 112 The following stations must have the ability to transmit code blue and other messages: Building 50 second floor nurse station to the whole facility (code blue) Building 2 nursing stations to Building 2 only Contractor will be required to connect the paging system head end to an equipment critical branch power source, and must be on a dedicated 20 amp minimum circuit. This is available at the location of the existing paging system and may be reused. Any system components not located at the head end (such as remote amplifiers) may utilize the nearest normal or emergency power source. Additional piping/wiring/devicing may be needed to provide power in the necessary locations. Conductors must be installed in ¾ minimum EMT. Follow NEC codes for all electrical installations. All low voltage cabling must be installed either in existing or new cable trays, or in new ¾ minimum blue EMT. Free cabling or supporting with j-hooks or other means is not allowed. Removal of old cable, amplifiers, head end components and any necessary cosmetic work to ceilings or other damage is the responsibility of the contractor. Contractor will coordinate work with facility Point of Contact (POC). Normal working hours are 8 am to 4:30 pm, Monday through Friday, excluding Federal Holidays. Any request to for work outside normal hours must be submitted to the POC for approval 72 hours in advance. Parts and labor warranty will be a period of two years. Contractor will return warranty related calls and/or emails within 24 hours and perform onsite service within 72 hours. Paging System Specifications: Zone and zone group paging Built-in talkback amplification Background music (BGM) assigned per zone Local BGM sourcing capability Night ringer zone group Emergency zone group with choice of built-in tones or outside tone source Emergency all-facility page override Eight daily time-triggered signaling events pattern & echo code calling Daily master clock synchronization Relay driver per zone Auxiliary contacts Volume controls for each zone at head end This is a request for information and sources only, which may or may not lead to a future solicitation.
