Portland OR, 97218 Alert Barn and then to Contracting Office Area Date of visit: 30 August 2018, 1400 hours (2:00PM PST) Point of Contact & Phone Number: MSgt Michael Kitchell, 503-335-4490 Alternate POC: Rafael Martinez, 503-335-4486 Please arrive at least 30 minutes or earlier prior to site visit time of 1:00pm to compensate for any possible delays from base entrance security procedures. Please allow a minimum of 72 hours advanced notice for all requests. Larger groups take more time to process, so the more notice you give, the easier it is for our office to process the request. Please contact Installation Access directly for short fused/last minute requests. Requests received after 15:00 may not be processed until the following day. All personnel requesting access for work must be legal residents of the United States, or have a valid work visa. Military members who are vendors or contractors requesting access to base may NOT use their military ID to gain entry as they are not in a military status, but rather as a contractor or vendor. CONTRACTORS SHALL CARRY/BRING TWO FORMS OF IDENTIFICATION Individual requesting base access, that have not been on PANG since 2015, will be required to provide TWO forms of identification. One of the two pieces of ID will be a Government Issued ID that contains a SSN. If the individual does not have a SSN, they will be required to provide an alternate form of ID. Alternate ID would include a Permanent Resident Card - Frequently referred to as a "Green Card", Employment Authorization Card, or Work Visa- Also referred to as a Lincoln Machine Readable Visa. A secondary ID would then include a state issued ID or driver's license, passport, Etc. The Installation Access office will provide a full list of acceptable ID upon request. If an individual is not able to provide the required documentation and an escort is not available, access will be denied. The procedure for generating a locally produced base access card has been changed by DoD, proof of Social Security Number is required for registration in the DBIDS system. Registration into the system is required in order to be issued a local Defense Biometric ID Card (DBIDS) or Visitor Pass. To expedite the process of being issued base access credentials (Visitor Pass or DBIDS ID Card) and if that individual has not been on PANG since 2015. There is now a secure website https://dbids-global.dmdc.mil/enroll/#!/ that an individual may visit and pre-enroll in DBIDS. Once the individual has pre-enrolled, they will be able to print proof of pre-enrollment, and bring that WITH their two pieces of ID to the Gate or Installation Access office and be issued local access credentials or pass. This process should cut down on gate or lobby wait time. I would request that you strongly encourage any further personnel who you intend on bringing on base to complete this process. The DBIDS pre-enrollment process does not circumvent the original need for vetting, the individual still needs to be cleared prior to accessing base. As stated earlier, that policy and procedure has not changed.
