- Solicitation Specifications Drawings and Aerial view of culvert location This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. This project consists of furnishing all personnel, services, equipment, materials, facilities, and all other requirements necessary for removal and replacement of one 200' long, 21" CMP culvert with a new 200' long, 24" CMP culvert and one 200' long, 42" culvert with a new 200' long, 42" CMP culvert. The CMP culverts are located on the toe road at the Big Bend Project. The culverts carry surface water from the dam embankment to the relief well channel. Replacement culverts will include installation of flared ends on both the inlet and outlet ends, as well as an approved bedding material at a depth of 6" for the entire length of the pipe. An additional 30" CMP culvert on the toe road will be cut back to the desired length and fitted with an installed flared end. A 4" thick asphalt patch with a 6" gravel base will be required in all areas where asphalt on the toe road is removed for excavation. All gravel roads excavated for removal and replacement of the culverts shall be restored with a 4" thick mat of gravel. All areas disturbed will require seeding upon completion of work. All work shall be performed in accordance with all pertinent Corps, federal, state, and local regulations. Pre-Inspection of Work Sites. It is the prospective contractor's responsibility to inspect the sites where the construction is to be performed to satisfy themselves as to all general and local conditions that may affect the cost of performance of the contract. The prospective contractor shall base their quote on their personal site visit/field assessments, rather than from any maps, aerial photos, or estimates that may be furnished by the government as background/orientation information. Site visits are strongly encouraged and a site visit for all interested parties will be held on 30 August 2018 at 0900. All personnel attending the site visit shall meet at the Administration Building conference room at 33573 North Shore Road, Fort Thompson, SD 57339. Bidders (Offerors): Please be advised of on-line registration requirement for Representations and Certifications Application (ORCA) is now located in System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
