- Attachment_4-_Drawings-Base_Pole_Path Attachment_3_EAL_Document Attachment_2-_Pricing_Sheet Attachment_1_SOW-Commericial_WiFi THIS IS A COMBINED SYNOPSIS/SOLICATION for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only publication. Proposals are being requested and a written solicitation will not be issued. Solicitation number FA6670-18-Q-0043 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99, effective 15 June 2018 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20180601. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This acquisition is unrestricted and provides for full and open competition. The North American Industrial Classification System (NAICS) Code is 517312 with a small business size standard of 1500 employees. This request is in support of commercial Wi-Fi at the 914th Air Refueling Wing, Air Force Reserve Station, Niagara Falls, NY 14304. Delivery is FOB Destination. FOB Destination shall be Niagara Falls ARS, NY 14304. The government intends to issue a firm fixed-price (FFP) contract. The contractor shall provide non-personal services to include all personnel, equipment, tools, materials, supervision, and other items necessary to provide 300Mbps or higher download speed wired and wireless commercial internet service at two (2) buildings on Niagara Falls Air Refueling Wing, NY in accordance with the Statement of Work (SOW); which is attached to this RFQ and shall become a part of the resulting contract award. Submitted quote or proposal must be complete, self-sufficient, take no exception to the SOW, and respond directly to the requirements of this RFQ. Provide the lead or delivery time in terms of number of days after receipt of the order. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. The Government will evaluate submitted quote/proposals based upon the lowest price considered fair and reasonable. The Government will award a contract to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the government according to FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. Lack of registration will make an offeror ineligible for award. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Quotes must be for all items stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor. Responses/Offers are due 11:00 AM EST on 24 September 2018. Submit written quotes; oral quotes and faxes will not be accepted. Quotes may be submitted via e-mail. A site visit is scheduled for all interested parties on 5 September 2018 at 1:30 PM EST. This is a competitive commercial acquisition, government's intent is to award a single contract between the Government and the Contractor. The award will be made to the responsive, responsible contractor whose proposal is determined to be the most beneficial to the Government. For the quote to be considered the Offeror will prepare & submit a proposal on the attached price sheet (attachment number 2). Installation must be done within base work hours. Base work hours are 7:30 a.m. to 4:00 p.m., Monday through Friday, excluding Federal holidays and base closures due to inclement weather.
