Description
This is a Sources Sought notice only and should not be construed as a solicitation for work, request for proposal, commitment by the Government to procure any services, or award of a contract on the basis of this notice. In accordance with FAR 5.201(c), the primary purposes of this Sources Sought notice are to inform the public of the Government's intent to issue a presolicitation/synopsis for architect and engineering services, to improve small business access to acquisition information, and to enhance competition by identifying contracting and subcontracting opportunities. Potential firms are responsible for monitoring this site for any future release of a presolicitation/synopsis, if any, which will be posted for the purpose of requesting submission of your firm's SF330. As required by FAR 5.205(d), the National Aeronautics and Space Administration (NASA) intends to issue a synopsis for "Architect/Engineer Support Services for Miscellaneous Studies and Design Tasks at Marshall Space Flight Center (MSFC) and Facilities" located in Huntsville, AL. The MSFC "campus" has over 200 facilities. Most of these facilities support space systems research and development for NASA and include highly specialized laboratories, advanced propulsion and payload test facilities, engine test facilities, structural test facilities, vacuum chambers, wind tunnels, and office buildings (and others). The required services will include the following disciplines: Architects, Interior Designers, Civil Engineers, Structural Engineers, Electrical Engineers, Mechanical Engineers, HVAC Engineers, Building Automation Designers, Cost Estimators, Surveyors, Green and Sustainable Building accredited professionals, and Specifications Writers. Other disciplines may be needed depending on the scope and complexity of the specific project. The required A/E Services to support MSFC include, but are not limited to: • Field investigation. • Research of existing building drawing files. • Engineering studies that include criteria development and feasibility assessments. • Construction documents including specifications. • Calculations. • Cost estimates. • Preparation of designs that interface with the existing MSFC building automation system. • Preparation of designs to meet the requirements of the United States Green Building Council's "Leadership in Energy and Environmental Design" (LEED) program. Certification level for new construction to be "Silver." • Construction Support to include submittal review. The North American Industry Classification System (NAICS) Code is 541330 with a small business size standard of $15 million. The Government does not intend to acquire a commercial item using FAR Part 12. These services will be acquired in accordance with FAR Subpart 36.6. The Government intends to conduct this procurement as a full and open competition. The Government is contemplating a single award indefinite delivery/indefinite quantity (ID/IQ) contract with an anticipated total dollar value of $10M. Subsequent task orders will be fixed price. The anticipated ordering period is five (5) years. In addition, the Government is contemplating subcontracting business goals for this effort as follows: 12 percent SB goal 2 percent SDB goal 2 percent WOSB goal 1 percent SDVOSB goal The Interested Vendors List (IVL), available through the Federal Business Opportunities (FBO) portal, has been enabled to allow vendors to view the IVL by selecting the "Interested Vendors" sub-tab.
