Draft SOW NOTICE OF INTENT TO AWARD SINGLE SOURCE CONTRACT The U.S. Department of State, Office of Executive Office, Acquisition Office, hereby gives notice of their intent to award a contract to Brian Mandell, 66 PARKMAN ST UNIT 1, BROOKLINE, MA, 02446-7073, on a single source basis utilizing FAR 13.106(b), soliciting from a single source. This is a requirement that provides services to DOS and the FSI to reinforce and complement the core negotiation Knowledge, Skills, and Attitudes (KSA) consistent with the PP515 course curriculum. This course prepares participants to assist U.S. advance negotiations to ensure the capstone design meets the needs of 21st century foreign affairs professionals and Department needs. This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received within seven (7) days after date of publication of this notice. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the USG.
