IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to procure software support to bring non-compliant systems into full compliance by upgrading System Test Equipment (STE) Obsolete operating data systems, to compliant Operating systems. This software upgrade will support APG-79 Radar Configuration D for three (3) Systems Test Equipment; Buffer2 ESS, HPNF and SIT-C. Due to the Non-standard configurations of the STE, complexity of the task, and the degree of required testing, the Contractor shall have the full knowledge of the upgrade processes and ability to analyze those processes of the software upgrade in a holistic and integrated context for the production and repair of the APG-79 Radar systems. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought. ELIGIBILITY The PSC for this requirement is 5841; the NAICS is 334511 with a size standard of 1,250 employees. All interested businesses are encouraged to respond. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance is 48 months. The anticipated start date is 01 October 2018. ANTICIPATED CONTRACT TYPE The contract type is to be determined. PROGRAM BACKGROUND The Configuration D Production and Depot requirements for ECP 6344C2 - 5th & 6th Channel Wiring / ECP 6346R2C1 - Waveform Generator / ECP 6381C2 - General Purpose Processor (GPP3) requires that the three (3) Navy owned test stations(SIT-C, HPNF-C and Buffer2 ESS), located at Raytheon Air and Space Forrest MS. systems software and hardware be upgraded to support production, depot, and radar software implementation. REQUIRED CAPABILITIES Requirements include expertise in the design and integration of AN/APG-79 AESA Radar systems into the manufacturing of the F/A-18E/F and EA-18 G aircraft. The APG-79 is a proprietary design solely for use in the F/A-18E/F and EA-18 G Aircraft. Contractor capabilities shall ensure that all System requirements documentation, System specifications documentation, Program specification documentation, Data analysis, Software maintenance, Quality assurance and quality control analysis and documentation, System/program test plan and analysis report, System software quality assurance report, Joint application design reports, Telecommunications, network and system analysis reports support the Hardware/Software upgrades for APG-79 production and repairs. SUBMISSION DETAILS Interested businesses shall submit a brief capabilities statement package (no more than ten 8.5 x 11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to perform the supplies or services listed in the Required Capabilities paragraph above. Documentation should be in narrative format.
