Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation, a written solicitation WILL NOT be issued. Solicitation Number 140P2118R00024 is issued as Request for Proposal (RFP) to provide all labor, materials necessary to provide and deliver a variety and quantity of high performance aluminum storm windows and doors for Antietam National Battlefield Headquarters Building, 302 E. Main Street, Sharpsburg, MD 21782, Franklin D. Roosevelt National Historic Site ¿ Red House, 21 Kessler Drive, Hyde Park, NY 12538 and Vanderbilt Mansion National Historic Site ¿ Lower Gate House, 11 Dock Street, Hyde Park, NY. Installation of windows is not included in this contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-99_7-16-18. The North American Industry Classification System (NAICS) is 332321. The Solicitation is a total Small Business Set-Aside, Size Standard 750 Employees. Attachment 1, SECTION C, DESCRIPTIONS/SPECIFICATIONS, provides the detailed Scope of Work for the project including: Group Number for each location, quantity, approximate size, general requirements, materials, construction, operation, finish color and final inspection requirements. Windows, transoms and sidelights for the project have been grouped into three different groups. Group 1 is for Antietam National Battlefield Headquarters Number 1, Sharpsburg, MD. Group 2 is for the Home of Franklin D. Roosevelt National Historic Park ¿ Red House, Hyde Park, NY. Group 3 is for the Vanderbilt Mansion National Historic Site ¿ Lower Gate House, Hyde Park, NY. Section C refers to Attachment Numbers 2 ¿ 4 which are the individual Specifications for the different types of window per Group for the three different locations. All windows shall be completed on or before September 29, 2018 with delivery to their final destination on or before October 5, 2018 as follows: Group 1, Antietam National Battlefield Headquarters No. 1, 302 E Main Street, Sharpsburg, MD 21782. Group 2, Home of Franklin D. Roosevelt National Historic Site ¿ Red House, 21 Kessler Drive, Hyde Park, NY 12538. Group 3, Vanderbilt Mansion National Historic Site ¿ Lower Gate House, 11 Dock Street, Hyde Park, NY 12538. Delivery times and days are Monday through Friday, 7:00 a.m. ¿ 5:00 p.m. Delivery locations are historic sites therefore the Contractor will be required to protect the surrounding area of delivery locations and ensure visitor safety is maintained at all times during delivery. Offeror ¿s doing business with the Federal Government must be registered in the System for Award Management at www.sam.gov. Effective June 11, 2108 entities registering in SAM must submit a notarized letter appointing their authorized Entity Administrator. This process will add more time to the registration process, so if you are a new entity registration needs to be done immediately. There is no fee to register in the system and the registration process can take several weeks. As part of the registration process a Dunn and Bradstreet Number will be provided. Confirmation of registration is requested as part of the proposal response. Destination; FAR 52.249-8 Default (Fixed Price Supply-Service). Proposals shall be submitted in writing vita email transmission no later than 1200 p.m. EST on August 20, 2018 to Sheila Rushlow at sheila_rushlow@nps.gov. Email submissions must be received prior to the 12:00 p.m. EST deadline or they will be considered as a late proposal and will not be evaluated. The Proposal shall be separated into two Sections. The Technical Proposal and the Business Management Proposal. Include the Solicitation number on the documents. Proposal shall contain a cover sheet which clearly identifies the following information: Company Name and mailing address, DUNS Number, Point of Contact Name, Point of Contact Phone and Point of Contact Email address. The Technical Proposal shall be clearly separated from the Business Management Cost Proposal. The Technical Proposal shall address the following: (1) Project Schedule: Confirm your ability to meet or exceed the completion date of on or before September 29, 2018 with delivery to their final destination on or before October 5, 2018. If the Offeror is unable to meet the completion date propose an alternate date that is closest to the original completion date; (2) Ability to Meet the Specifications and Window Opening Instructions: Confirm your ability to meet the Specifications included in Attachments 1 through 5 for both windows and doors and provide a copy of the detailed measurement instructions on how to accurately measure window openings that are easy to understand and follow that Government personnel will use to provide window measurements back to the Contractor; (3) Warranty: Provide a copy of the Manufacturer ¿s warranty for both doors and windows that meets or exceeds the requirements of the specifications; and (4) Years of Experience: Identify the number of years in business manufacturing aluminum windows and doors. The Business Management Cost Proposal shall include the following: (1) Attachment 6, Section B, Supplies or Services and Price Cost, complete with all pricing for each Component and Delivery to each location; : (2) Provide your Dunn and Bradstreet Number and confirmation of registration in SAM (3) Completed copy of FAR 52.212-3, Offeror Representations and Certifications ¿Commerical Item, or a statement that Annual Representations and Certifications are available in the System for Award Management SAM); and (4) Originally completed and signed copy of Standard Form 1449 downloadable at: https://www.gsa.gov/portal.forms/download/115922. On the Standard Form 1449, the Offeror shall guarantee that pricing is good for 90 days after closing date for receipt of proposals. The Government anticipates award of a firm-fixed price contract on or before or before August 30, 2018. The following evaluation criteria will be used to evaluate proposal submissions. Evaluation Criteria are equally weighted as follows: (1) Project Schedule ¿ Maximum Score 25 Points: Evaluation will be based on the ability to meet or exceed the completion date of on or before September 29, 2018 with delivery to their final destination on or before October 5, 2018. If the Offeror is unable to meet the completion date propose an alternate date that is closest to the original completion date. (2) Ability to Meet the Specifications and Window Opening Instructions ¿ Maximum Score 25 Points: Evaluation will be based on the ability to meet the Specifications included in Attachments 1 through 5 for both windows and doors and copy of the detailed measurement instructions on how to accurately measure window openings that are easy to understand and follow that Government personnel will use to provide window measurements back to the Contractor. (3) Warranty ¿ Maximum Score 25 Points: Evaluation will be based on a copy of the Manufacturer ¿s warranty for both doors and windows that meets or exceeds the requirements of the specifications. (4) Years of Experience ¿ Maximum Score 25 Points: Evaluation will be based on the number of years in business manufacturing aluminum windows and doors. The Government will evaluate cost or price in accordance with FAR Part 31. In addition, the Government will evaluate proposals to determine cost and price is an adequate reflection of the Offeror ¿s understanding of the requirements of the Solicitation. The Government will evaluate proposals received as follows: Proposals will be evaluated by the Technical Evaluation Panel using the Technical Evaluation Criteria identified above. Based on this evaluation, evaluator ¿s will unanimously vote on the acceptability or unacceptability of each proposal. The evaluated price will not be rated or scored, but will be considered for reasonableness in the final source selection decision. At this stage, unacceptable proposals will be eliminated from the competition. If a Competitive Range has been determined, negotiations will be conducted with all proposals included in the Competitive Range. Award of any contract resulting from this solicitation will be made to the responsible Offeror whose offer, conforming to the solicitation will be based on best value to the Government, cost or price and other factors considered. All evaluation factors other than cost or price, when combined are significantly more important than cost or price; however, cost/price may contribute in the selection decision. Price will be a factor in the award decision, although the award may not necessarily be made to that Offeror submitting the lowest price. Likewise, award will not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. A thorough examination will be made to determine an Offeror ¿s adequate understanding of the Scope of Work (See Section C) related to proposal presentation, cost and other factors considered. The question to be decided in making the final selection will be whether proposals scoring better are worth the dollar difference (if any). As proposals become more equal in their technical merit, the evaluated cost or price becomes more important. The Government reserves the right to make award without further discussion of the proposals received. Therefore, it is important that your proposal be submitted initially on the most favorable terms from both the technical and cost standpoints. After submission of proposals and closing thereof, no information will be released until after award. The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost when compared to the Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the project. In addition to the evaluation of technical merit, the cost, or price, and other factors, the standards for determining an Offeror ¿s responsibility as set forth in FAR 9.104-1, will be examined and considered. Additional factors which are prerequisites for award as implied by law, regulation or public policy will be considered in the determination of an Offeror ¿s acceptability.
