- Components of Rescue Equipment Solicitation No. W912LN-18-Q-0011: Combined Synopsis/Solicitation for: The Vermont Army National Guard has a requirement for Enclosed Space Rescue Equipment that complies with National Fire Protection Association (NFPA) 1983 - Standard on Life Safety Rope and Equipment for Emergency Services. All requested components are Brand Name or Equal that meet required NFPA and Occupational and Safety Health Administration (OSHA) standards. If quoting equal product Refer 52.211-6 Brand Name or Equal (Aug 1999). Vendors are responsible to demonstrate equipment complies with standards or will be considered non-compliant. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-47 and are not all inclusive to the clauses that will be incorporated into a final purchase order. This acquisition is conducted as a total small business set-aside. The requirements will be fulfilled using the Simplified Acquisition procedures, Part 13 of the FAR, The associated North American Classification System (NAICS) code is 332999 with a size standard 750. Descriptions of requirements to be acquired: See Attached List "Component Listing Rescue Kit, Enclose Space NFPA_OSHA approved". Dates and Places of delivery and acceptance: Request for Quote: NLT 5:00 pm EST 6 September 2018; Delivery NLT 15 November 2018 Provisions and Clauses The provision at 52.212.1, Instructions to Offeror -- Commercial Items (JAN 2017), applies to this acquisition. The provision at 52.212.2, Evaluation -- Commercial Items (OCT 2014), will be used to evaluate offerors for awarding the purchase order. The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to this solicitation and be the Lowest Priced Technically Acceptable that offers. The clause at 52.212-3 -- Offeror Representations and Certifications -- Commercial Items (JAN 2017) The clause at 52.212-4 -- Contract Terms and Conditions -- Commercial Items (JAN 2017), applies to this acquisition. The clause at FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-O0019) (JAN 2017), applies to this acquisition.
