- This is a sources sought synopsis only, not a solicitation announcement. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The United States Coast Guard (USCG) is conducting market research to seek sources and to gain knowledge of available production facilities that may be of interest to the USCG. The USCG Automatic Asset Tracking System (AATS) Operational Requirements Document (ORD requires real-time accounting for airborne organic Coast Guard assets and interoperability with Department of Homeland Security (DHS) and Department of Defense (DOD) systems. In response to this requirement the Airborne Data Communications System (ADCS) (AN/ARC-245) was implemented and is currently operational in the USCG fleet. The ADCS consists of a Data Collector Receiver Transmitter (DCRT), Radio Set Control (RSC), Dual GPS/Iridium Antenna, and associated cabling. ADCS is a fully integrated Iridium Commercial Satellite Communications (COMSATCOM) system with both Blue Force Tracking (BFT) data and COMSATCOM voice capability. Position Location Information (PLI) data is pulled into the USCG Common Operating Picture's (COP)'s. There is over a decade of successful operation of this legacy installation of the ADCS system with extremely reliable voice communications and automatic asset tracking. The ATACS combines the capability of the legacy ADCS DCRT and RSC into one Line Replacement Unit (LRU) (2.2 lbs). Among the legacy features the ATACS also provides control via 1553 allowing use from the aircraft Flight Management System (FMS). Currently the prototype has successfully completed Safety of Flight, Ground, and Flight testing. The USCG, Aviation Logistics Center (ALC) is conducting market research to determine industry capability to provide electronic and structural component fabrication, software and firmware interface and integration of the ATACS on the USCG MH-65D/E, MH-60T, HC-130J/H, HC-144B and C-27J aircraft platforms. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 517410, Satellite Telecommunications. The size of business pursuant to NAICS is 32.5M. ATACS Performance Objectives and Interface Control Document will be provided upon request. SOURCES SOUGHT RESPONSES: Responses to this notice should include Company Name, Address, Telephone Number, Point of Contact (POC), and Cage Code. Firms responding to this announcement that fail to provide all of the required information cannot be used to help the Government make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to assist the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. AGAIN, THIS SOURCES SOUGHT SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND IN NO WAY OBLIGATES THE GOVERNMENT TO AWARD ANY CONTRACT.
