- The U.S. Army Medical Research Acquisition Activity(USAMRAA) in support of the Armed Forces Medical Examiner System's - Division of Forensic Toxicology (DFT) intends to award a sole source Firm-Fixed Price contract to AB Sciex LLC (Cage Code: 5WDN2) for AB Sciex Computer System and License Upgrades. Specifically, due to the nature of the AFMES DFT mission and the exactness required in performing various drug screening/testing procedures, it is imperative that the required upgraded computer systems, licenses, and upgrade and reimaging services be performed by an onsite Field Service Engineer (FSE) from AB Sciex. Onsite AB Sciex FSE support is required to ensure these upgrades to the existing computer systems do not affect the onsite Mass Spectrometers performance, calibration, and functionality. The purchase of the computer system and license upgrades are required for continued support to the mission of the DFT at AFMES. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 10 U.S.C. 2304(c)(1). The Federal Acquisition Regulation(FAR) citation is 13.106(b)(1)(i), and the FAR citation title is "Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization)." This Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement to the Contract Specialst at rudolph.j.spencer.civ@mail.mil before the closing of this public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
