- Page 1 of 1 Notice of Intent to Sole Source Cambridge University Press Backfiles FBO Notice: 36C77618Q9245 The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source Available, no other source will satisfy agency requirements. The VA intends to solicit and negotiate with Cambridge University Press; to provide Cambridge University Press Backfiles. These products include online full text journals, e-books, databases,. The Cambrige Universy Press Backfiles is an established commercial product, and is used extensively by VA librarians, clinicians, researchers, and educators. The NAICS code for this procurement is 519130 and the Small Business Administration Size Standard is 1000 employees. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before September 4th, 2018 at 10:00 AM ET by email to William.henkel@va.gov.
