Description
Veterans Health Administration, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify entities that have the resources and capabilities to provide web-based wrap-around maternity support services for pregnant women Veterans. Description of Work The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Women s Health Services will be piloting a program for up to 400 women Veterans that will require a contractor to provide pregnant women Veterans access to remote, antenatal and postpartum education support through web-based video conferencing and secure email, to include up to date evidence-based content and support during and immediately after pregnancy. On-demand access to maternal health experts from conception through postpartum has the potential to improve patient experience and will be especially important for women at risk for adverse outcomes from worsening maternal mental and medical health issues. A web-enabled, immediate & around-the-clock maternity care coordination program will improve access by women Veterans to maternal health experts. The Contractor will provide on-demand, 24/7 web-based wrap-around maternity support, beginning with conception, pregnancy and birth, to postpartum and infant care, and back-to-work support for up to 400 pregnant women Veterans. The Contractor will have existing technology, support and operational resources for maternal health that the VA will contract to connect pregnant Veterans with relevant providers for clinical patient education, wellness resources, and support. The technology will incorporate on-demand secure mobile access through iOS or Android, and other communication that enables Women Veterans to speak instantly via web-based video chat, secure email, or secure messaging to health professionals for wellness and clinical educations. Technical Requirements The Contractor shall Have an existing technology platform that will allow for the provision of on-demand access to licensed, certified and qualified health professionals such as physicians, nurse practitioners, midwives, women s physical therapists, counselors, lactation consultants and nutritionists. Interaction with these licensed, certified or otherwise qualified health care professions will be through web-based video chat, secure message, other secure digital communication or secure email; Provide the network of these multidisciplinary health professionals who will provide clinical education and wellness counseling; assist with navigation between the contracted program and VA maternity care coordinators and community maternity providers using real-time resources, including gestational- age specific health assessments, patient checklists, personalized reminders, parenting support; and access to a physician moderated secure web-based community forum with other pregnant or postpartum Veteran mothers undergoing a shared experience; Coordinate with the Veterans community maternity provider Confirm licensed, certified and qualified health professionals providing services fulfill requirements of local state where service is being provided. Location is not a determinant and vendor would need to be able to deliver this service in 50 states and Puerto Rico; Ensure physicians, nurses, mental health counselors, and all other therapists and other health professionals will have the appropriate professional background and professional experience. Contractor will certify that all health professionals fulfill requirements of local state where provider has medical license. Contractor will need to comply with state and federal law in regards to delivery of care locally with these specialties. certify that Physicians hold either a MD or DO degree and; hold a current, active medical license; have completed an ACGME-accredited residency training program in reproductive health, family medicine, internal medicine or obstetrics/gynecology. Board-certification is highly preferred. Nurses hold at least a Bachelor of Science Nursing resulting in registered nurse designation (RN), but may have additional education such as master or doctoral level degrees or hold additional certifications and; hold a current, active nursing license in any state. All required experience as described must have occurred after completion of professional training (including residencies, fellowships, and / or certifications). Physicians must have strong foundational knowledge in the pathophysiology and clinical management of women s health topics to include maternity care. Nurses must have strong foundational knowledge in the nursing care (nursing assessment, triage, assistance, patient education, care coordination) of women s health clinical topics to include, but not limited to reproductive health. Develop an informational brochure for Veterans that provides information about the maternity wrap-around services. Interested & Capable Responses NCO 5 is seeking responses from entities that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services. Capability statement and summary of previous experience providing these types of services for the Veterans Health Administration or other similar healthcare entities. GSA contract number, if applicable, including the contract s ultimate completion date inclusive of all remaining option periods. Ballpark cost estimate of what the VHA Women s Health Services Office could expect to pay your company for providing these services for 1 year.
