- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT HAS NOT BEEN ISSUED AND PROPOSALS HAVE NOT BEEN REQUESTED. The Department of Veterans Affairs, Veterans Integrated Service Network 7 (VISN 7), intends to enter into on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (ii), a contract, entitled "Allura Cardiology Equipment Maintenance". This contract is necessary to provide contract is for full service maintenance coverage of two Catherization Laboratory X-ray systems (Cath Labs). The full-service maintenance coverage will cover Cath Lab systems Allura Xper FD10, EE# SN: 0444855 (EE# 42198) and Allura Xper FD20, EE# 51600, SN: 1229EE number: 51600. This notice of intent is not a request for competitive proposals. However, if there are sources other than Philips Healthcare able to perform the requirement, they must respond by submitting a capability statement within 14 business days of publication of this synopsis. Proposals received within 14 business days of publication of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be by made by electronic mail (e-mail), hand carried or sent via other mail or package delivery services. NO COLLECT CALLS OR FACSIMILE TRANSMISSIONS WILL BE ACCEPTED. Philips Healthcare is a large business as registered in the federal System for Acquisition Management, and has a track record of providing high quality software, training, and support. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 334517 Irradiation Apparatus manufacturing, and the business size standard is 1000 employees. Only one award will be made as a result of this solicitation. This will be a firm fixed price type contract for a base and 4 option years for the requested services. Any interested party that believes it can meet the above requirement may submit a capability statement. All information furnished must be in writing and must contain sufficient detail to allow VISN 7 to determine if the interested party can meet the above criteria, meaning experience and expertise in providing Full service maintenance includes but is not limited to scheduled and unscheduled maintenance, remote diagnostic monitoring and support, software services and updates, 24 x 7 technical support (via phone) and next day parts delivery. This contract also requires original equipment manufacturer (OEM) clinical applications support for Cath Lab end users (potentially for Biomedical Engineering technical as well). The capability statement must be received in the NCO 7 contracting office on or before 3:00 PM EST on September 17, 2018. All questions must be submitted in writing and can be emailed to Donald L. In the event this procurement is solicited in the future on a competitive basis, in order to receive an award, contractors must have valid registration and certification in the System for Acquisition Management (SAM) www.sam.gov.
