- Non-Disclosure and Confidentiality Agreement Appendix B Appendix A Table 1 Solicitation W9128F18Q0090 This office hereby issues this solicitation for Housekeeping/Asbestos & Heavy Metal Dust Abatement Services at Fort Randall Power Plant near Pickstown, South Dakota. Proposals are due on 14 September 2018. This solicitation is set aside for SMALL BUSINESS. A site visit is scheduled to take place on Thursday, 30 AUG 2018 at 1 p.m. CDT. Contractors interested in attending the site visit shall make a reservation with Brittany Leibel via email at brittany.a.leibel@usace.army.mil or by phone at 605-487-7845 ext. 3264. A SECOND SITE VISIT is scheduled to take place on Thursday, 6 SEP 2018 at 9 a.m. CDT. Contractors interested in attending this site visit shall also make a reservation with Brittany Leibel (information above) The North American Industry Classification System (NAICS) Code for this acquisition is 562910, Environmental Remediation Services; the small business size standard is 750 employees. Evaluation of proposals will be performed on a "best value, trade-off" basis. Contract duration is anticipated to be up to 450 calendar days. Work for this contract includes, but is not limited to, custodial duct cleaning services and surface cleaning of dust containing asbestos fibers and heavy contaminants via HEPA vacuuming, wet wiping and hand cleaning at designated areas throughout the Fort Randall Power Plant. The Fort Randall Power Plant is approximately 570 feet long, 80 feet wide, 120 feet in elevation, containing five (5) floor elevations and eight (8) hydropower generating units. Housekeeping activities would be required to be performed on all surfaces located within the affected areas. Surfaces include but are not limited to floors, horizontal surfaces, ventilation, utilities, equipment, tools, hydropower units and/or all other objects/materials located within the specified areas. Cleaning ventilation system(s) may require creating access hatches with respective repairs or possibly separating sections of ductwork for proper cleaning. Working at heights and in tight spaces may also be required. Laboratory testing of wipe samples may be required to determine if dust contains or potentially contains asbestos fibers, lead, and/or other heavy metals. The Contractor will be required to provide and implement proper PPE and air monitoring as necessary throughout the duration of the project. The Contractor will be required to provide all equipment necessary to access and complete cleanup in all designated areas.
