Description
The fire alarm panel for the Staff Quarters at the St Paul Island Field Research Station. Response due on or before September 13, 2018. FIRM FIXED AWARD ANTICIPATED TO BE ISSUED IN SEPTEMBER TO THE BEST VALUE. This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement for fire alarm panel for the Staff Quarters at the St Paul Island Field Research Station was replaced in 2016 with a Firelite alarm panel. This solicitation is for the installation of a remote dialer to alert local authorities of a problem at the facility, to provide annual service and options for additional annual service of the system, and to provide a contract vehicle for unscheduled service for the unit in the event that the unit malfunctions between visits. SPECIFIC TASKS NFPA 72 fire code now requires that unmonitored fire alarm systems be tested weekly. We desire installation of a voice dialer connected to the fire alarm panel to communicate the status of the system off site. The dialer would be connected to a dial tone at the location, the numbers for the Department of Public Safety and on island maintenance personnel would be programmed in and notified during alarms and troubles. Programmable relays would also be added to the fire system to connect the temperature and CO sensors to the dialer thru software allowing remote notification of boiler failure and CO alarm conditions. Additionally, it is an annual requirement for a NFPA 72 Report of Inspection and Test for the fire panel to certify proper operation. There are no local contractors for servicing the fire panels on St Paul Island, AK located approximately 800 miles by air from Anchorage, AK. When inspection, service, and repair is needed for these panels, contractors must travel from (or through) Anchorage. The cost of travel plus inspection, service or repair quickly exceeds the micro-purchase limit for services. This solicitation would provide service for fiscal years 2019 through 2021, and provide a means to contract for unscheduled service calls. This solicitation also provides an option for unscheduled repairs to include up to 32 hours of time plus transportation for the contractor to travel to Saint Paul Island to conduct those repairs. The contractor may only bill for actual transportation costs incurred when this option is authorized. See attached Statement of Work for more information. All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued in within 24 hours of closing date and time.
