- 5 THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential Vendor Information Pages (VIP) Verified (www.vip.vetbiz.gov) Service Disabled Veteran Owned Business (SDVOSB) or Veteran Owned Business (VOSB) sources which can provide, install and commission the following equipment for the Portland, OR VAMC: This procurement is for a 167 MHz Simulcast alpha-numeric paging system, that can operate on the existing, standalone, wired paging network. This system needs to be able receive the output of the existing Zetron paging terminal units, which acquire the paging packet/message from either the OIT IP phone system, or the Text paging terminal. (Philips Emergin) The 167 MHz signal that is transmitted from this system must be able to be narrow banded in frequency per FCC regulations. (+, -, 12.5 MHz) The narrowband programming also requires a strong signal to be transmitted and received. Hence, larger amplifiers (exciters/receivers) are necessary to ensure the functionality to maintain the Signal to Noise Ratio (SNR). The signal must also be simulcast from all sources simultaneously which requires new GPS controllers. The four existing source locations are: the tops of building 100 and building 16 of the main Portland Campus, the top of Markham Hill (Healy Heights), and the top of Building 11 on the Vancouver Campus. To ensure this can be met, without having to replace the wiring/conductor infrastructure, a system that can capitalize on the existing (DX Millennium ) architecture is necessary. The installation will be supervised by the manufacturing company, and commissioning of the system will be carried out by the same. This system will provide unhindered clear communication for alpha numeric paging to both main Campuses of the Portland VA, and the surrounding region. See salient characteristics below the table.
