- Specification Section 010000 for General requirements for Solicitation W9124318B0001, Basewide HVAC Construction Material Submittal schedule for Solicitation, W9124318B0001, Basewide HVAC Construction Specifications for Solicitation W9124318B0001, Basewide HVAC Construction dated 5/30/2018 Drawings for Solicitation W9124318B0001, Basewide HVAC Construction dated 5/30/2018 Solicitation: W9124318B0001, Basewide HVAC Construction The USPFO for Nebraska, located at the Lincoln Air National Guard Base, Lincoln, Nebraska, is issuing the included Invitation For Bid (IFB) to award a single firm fixed-price contract for BASEWIDE HEATING AND AIR CONDITIONING CONSTRUCTION AT THE LINCOLN AIR NATIONAL GUARD BASE, LINCOLN, NEBRASKA. Construction services will consist of the replacement of HVAC systems in 9 buildings as stated in the solicitation documents and includes but is not limited to replacing several existing R-22 condensers and heat pump systems with high efficiency air conditioning systems. The Direct Digital Controls and electrical systems associated with the units will also be modified and/or upgraded. Portions of this project are located in secure areas of the Nebraska Air National Guard installation. See the Drawings and Specifications for complete information. Work under this contract includes all materials, labor, tools, expendable equipment, utility and transportation services, and all incidental items necessary to perform and complete, in a workmanlike manner, the work required for the construction of this project. The work includes all demolition and construction to the existing property and buildings, in addition to new construction as indicated on the contract documents related to all general, mechanical, electrical, and plumbing work. Note that the Government shall occupy the site and facility throughout the construction. Currently funds are not available for this project and expected to be received in FY 19 after 1 October 2018. Contractors will be expected to hold pricing for 90 calendar days from date of bid opening. The magnitude of the project is between $1,000,000.00 and $5,000,000. The Construction/contract Period of Performance is estimated to be 180 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 238220. This opportunity is solicited as a competitive 100% small business set-aside. The small business size standard is $15 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The date for issuing the solicitation is 29 August 2018. The date for the pre-bid conference is 12 September 2018, 9:30 a.m. local time at the 155th CES Building 635, 2945 W. Furnas Ave. at the Lincoln Air National Guard Base, Lincoln, Nebraska. Interested offerors are highly encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. This will be the only site visit provided. The public bid opening date is scheduled for 28 September 2018 at 2:00 p.m. CDT. and will be held at the JFHQ Building, Contracting Conference Room 2200 on the Lincoln Air National Guard Base, 2433 NW 24th ST., Lincoln, NE. The solicitation and associated information and the plans and specifications are available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Marketing Partner Identification Number (MPIN), 2) DUNS Number and 3) CAGE Code. Bidders/Offerors cannot log into the FedBizOpps home page and search for data.
