- Performance Work Statement This is a Request for Information (RFI) Only: Any responses are not considered to be offers and will in no way commit the Government to pay any costs incurred in preparation of any submission to the RFI or to contract for services. Project Name: Toolbox for Managing Hazardous Organic Waste Air Emissions GSA Order ID#: ID04180139 NAICS: 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology & Biotechnology) GSA is performing an Assisted Acquisition on behalf of the Centers for Disease Control and is searching for potential sources capable of performing the objectives set forth in the attached DRAFT Performance-based Work Statement (PWS). The intent of this RFI is to gauge industry interest and capabilities to perform the services as described in the DRAFT PWS. Comments on the DRAFT PWS will also be accepted. Contract Type Anticipated: GSA is contemplating a solicitation for a Time and Materials Contract using Part 12 procedures. Competition Strategy: GSA is currently contemplating full and open competition unless the results from this RFI support a set-aside of any kind. Federal multiple award schedule holders and/or small businesses are encouraged to reply. Background: This effort is to obtain technical assistance contract support for gathering information and planning the development of a toolbox that will allow a systematic and step-by-step hazard identification, health hazard assessment, health hazard characterization and health hazard management (i.e., strategies to prevent and mitigate hazardous exposures) of dust and odorous gases exposures from organic waste sources. This task order will specifically be used to conduct the planning, background investigation, and preliminary decision making in relation to the software portion of the toolkit. The Organic Waste Toolbox will only focus on air emissions from biodegradable waste under anaerobic conditions. The air emissions to be considered are those with near-field human health hazard impacts including CH4, CO2, CO, H2S and NH3. Description of Services: The Contractor will be required to gather information to support decisions on feasibility, design, development for the Organic Waste Toolbox. This information need to be in a form of a technical report and potentially publishable manuscript. Once design decisions have been made, the Contractor shall combine the information gathered into software and web-based toolkits. As a point of reference, and in no way a requirement, the following websites are given to illustrate toolkits implemented at other agencies that represent similar functionality/design as what is required herein: 1.http://coshh-tool.hse.gov.uk/ 2.http://www.cpwrconstructionsolutions.org/ 3.https://www.epa.gov/fera/risk-assessment-and-modeling-human-exposure-model-hem Clearance Requirements: Unclassified Period of Performance: Base Year with One (1) Option Year Detailed Submission and Instructions for Responding to RFI: Interested parties, shall at a minimum, supply the below information according to the limits prescribed herein: 1.Name of Company and Point of Contact with Contact Information 2.DUNS & CAGE numbers 3.Contractor Statement indicating a level of interest and experience performing the requirements set forth within the draft PWS. 4.Capabilities Statement providing enough information to ensure that the Government can make a determination as to whether to set-aside this requirement. Page Limit: No more than 5 single-sided pages (8 1/2" X 11, no less than 10-point Font. Graphs and Spreadsheets must be no larger than 8 1/2" X 11" when printed, and also does not count against the page limit. 5.Current Small Business status and if anticipating to perform as a Joint Venture, please include information that describes the nature of the arrangement. 6.Comments on the attachments to this RFI. There is no page limit for comments.
