Description
SOURCES SOUGHT ANNOUNCEMENT FOR GENERAL CONSTRUCTION SERVICES FOR THE NAVAL FACILITIES ENGINEERING COMMAND, WASHINGTON, DC THIS IS NOT A SOLICITATION ANNOUNCEMENT. The purpose of this Sources Sought Announcement is to collect market research data. A contract award will not be made from this announcement. The Naval Facilities Engineering Command (NAVFAC), Washington, DC is seeking Small Business Administration (SBA) certified 8(a) Developmental Stage (first four years of the 8(a) program) construction firms capable of meeting the Government s need for construction services located at various NAVFAC Washington, D.C. installations. These installations are: Washington Navy Yard, Joint Base Anacostia Bolling, and Naval Research Laboratory. We are seeking potential 8(a) firms to participate in a future NAVFAC Washington Basic Ordering Agreement (BOA) program. The BOA is not a contract, but a written instrument of understanding negotiated between NAVFAC Washington and the 8(a) firm to facilitate the expeditious acquisition of covered services, if and when ordered. The BOA provides a framework of contract clauses, provisions, certifications, terms, and conditions which will apply, to the extent referenced therein and according to the dollar amount of each order, to any firm order for services issued pursuant to the agreement. The BOA shall be between NAVFAC Washington and the 8(a) firm only. The BOA will not be between NAVFAC Washington and a Joint Venture/Mentor protégé firm. Task orders issued against the BOA will not be advertised. Each order issued under this BOA shall constitute a separate contract. In accordance with DFARS Clause 252.219-7009 the 8(a) firm shall not subcontract the performance of any of the requirements of the contract without the prior written approval of the SBA and the Contracting Officer. Additionally, FAR Clause 52.219-14 defines the limitations on subcontracting should approval to subcontract be obtained. Under the BOA, firms with an applicable NAICS code compete on task orders for requirements with the entire NAVFAC Washington. 1.TOTAL ESTIMATED VALUE: There is no guaranteed minimum dollar amount or volume of work that will be ordered under the agreement; however, there is a maximum dollar amount of $4,000,000 per firm. Individual task orders will range between $2,001 and $1,000,000. 2.ESTIMATED START DATE: January 2019 3.PROJECT DESCRIPTION: Minor construction projects (exterior and interior renovations, demolition, painting, and installing pipelines), emergency repairs (broken and leaking water lines, roof leaks, HVAC, and other mechanical projects), and design assistance (on-site design solution for emergency calls and design/build services for minor construction items). Only the following designated North American Industry Classification System (NAICS) codes pertain to this BOA: 236220 Commercial and Institutional Building Construction 237110 Water and Sewer Line and Related Structures Construction 237120 Oil and Gas Pipeline and Related Structures Construction 237130 Power and Communication Line and Related Structures Construction 237310 Highway, Street and Bridge Construction 238160 Roofing Contractors 238210 Electrical Contractors and Other Wiring Installation Contractors 238220 Plumbing, Heating and Air-Conditioning Contractors 238320 Painting and Wall Covering Contractors 238330 Flooring Contractors 238910 Site Preparation Contractors 238990 All Other Specialty Trade Contractors. It is requested that interested 8(a) small businesses certified within Washington D.C. only submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, singled-spaced, 12-point font minimum) demonstrating ability to perform the requested services. Each package shall contain at least the following information: 1.FIRM S PROFILE: Firm s profile shall include name of company, address, number of employees point of contact, phone number, email, DUNS and Cage Code numbers, all applicable NAICS Codes, small business size designation for each applicable NAICS code, and SBA 8(a) Case Number and exit date. 2.BRIEF CAPABILITIES STATEMENT: The statement that demonstrate the ability to perform the requested construction services per NAICS code. 3.RELEVANT PROJECT EXPERIENCE: Provide no less than three (3) projects, to include experience in performing efforts of the general scope, similar size and complexity of construction contracts within the last five years, including contract number, indication of whether a prime or subcontractor per applicable NAICS code. Include the contract value, square footage, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. 4.PRICING: Provide your firm s established catalog or market prices (this is not part of the page limitation). 5.BONDING CAPABILITIES: Provide a statement regarding bonding capabilities. Must be licensed/bonded and fully capable to perform construction work within a range of $2,001 - $1,000,000. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company s ability to demonstrate existing, or developed, expertise and experience in relation to this BOA requirement. The package shall be submitted electronically to at biba.inoussa@navy.mil no later than 2:00 PM Eastern Standard Time on September 12, 2018. Upon review of industry response to this sources sought synopsis, the Government will determine the procurement whether an SBA 8(a) set-aside acquisition will be in the Government s best interest. This synopsis is a market research tool used to determine the availability and adequacy of potential SBA 8(a) small business sources prior to determining the method of acquisition and issuance of BOAs. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary.
