- J and A Composition System Replacement NOTICE OF INTENT TO SOLE SOURCE - This procurement action is being conducted under MMAR 6.302-1 with the authority of 41 U.S.C. 5 (3), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly to this notice. The Government Publishing Office (GPO), intend to sole source this requirement Extensible Stylesheet Language Transformation (XSLT) development services for GPO's Composition System Replacement (CSR). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS OR QUOTATIONS. However, all information received by 10 September 2018 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Interested parties that believe they could satisfy the requirements listed above for GPO may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. All responsible sources may submit a capability statement, proposal, or quote to the contracting office on or before this notice end date. If no affirmative written response are received by 1:00PM local time on 3 September 2018, an award will be made without further notice. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions or comments to this Notice of Intent must be submitted in writing via email directly to Contracting Officer, Beverly Williams at bwilliams@gpo.gov via email only (no phone calls/voicemail messages regarding questions will not be accepted and will not receive a response). Please indicate in the subject of your email: Notice of Intent Question Submission. All responses to this notice of intent must be submitted so that they are received at GPO no later than 10 September, 2018 at 01:00 PM EST. GPO is not responsible for any costs incurred by responding to this notice.
