- Statement of Work Procurement of EMS Man Lift 1. This is a combined synopsis/solicitation for a commercial supply prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued. The solicitation number is FA4661-18-Q-0169. 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99 effective 16 Jul 2018, DFAR DPN 20171228 effective 28 December 2018, and AFFARS AFAC 2018-0525 effective 25 May 2018. 3. The North American Industry Classification System code (NAICS) is 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing, and the Federal Supply Code (FSC) is 3990, Miscellaneous Materials Handling Equipment. The Small Business Size Standard for this NAICS code is 1,250 EMP. 4. Set-aside: Total Small Business 5. Delivery shall be F.O.B. Destination to: ATTN: 7 LRS/LGRDDC 110 3rd St. Bldg 7004 Dyess AFB, TX 79607 6. Delivery: 30 Days after ADC 7. All quotes will be evaluated based on the lowest price technically acceptable. 8. All questions pertaining to this requirement must be submitted on the question form (see attachments) and received no later than 31 August 2018, 12:00 P.M. (CST). 9. Deadline for receipt of offers: 31 August 2018, 11:00 A.M (CST). 10. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 11.
