Please note the change from Calendar Year (CY) to Fiscal Year (FY) Synopsis/Draft RFP posted to FBO: 4th Quarter FY 2018 Issuance of Final Solicitation posted to FBO: Late 4th Quarter FY 2018 Issue Final Award: 4th Quarter FY 2019 ----------------------------------------------------------------------------------------------------- Update 23 February 2018 The Government has filled all 30 spots for the teleconference scheduled for Thursday, 1 March 2018 at 10:00AM Eastern Time. A second teleconference for a maximum of 30 respondents is now scheduled for 1 March 2018 1:30PM Eastern Time. Companies wishing to participate must follow the directions provided for in the 16 February 2018 update. Update 16 February 2018 The Government intends to host a teleconference on 1 March 2018 at 10:00AM Eastern Time. The purpose of this teleconference is for the Government Technical and Procurement Leads to provide industry an update concerning this effort and a notional schedule. Although we understand those wishing to compete for this procurement may want one-on-one sessions, none will be permitted at this time. AFLCMC/WIU Special Operations Forces/ Personnel Recovery Division (SOF/PR) provides cradle-to-grave acquisition and sustainment for the AC ‐ 130W/J/U, EC ‐ 130J Super J and Commando Solo, HC ‐ 130J/N/P, MC ‐ 130E/H/J/P/W, HH ‐ 60G/M, UH ‐ 1N, UH ‐ 1H/V, and TH ‐ 1H. This effort, Multiple Award Contract for Modifications (MACM) Indefinite ‐ Delivery Indefinite ‐ Quantity (IDIQ) will provide modification and sustainment support for all Special Operations Forces/Personnel Recovery (SOF/PR) and Rotary managed C-130, H-1, and H-60 aircraft, to include integrated weapon systems, subsystems, and associated support equipment. These requirements may include, but are not limited to, non-recurring engineering; integration trial kit installations; kit proof installations; aircraft technical data packages; technical orders; interactive electronic technical manuals; provisioning; test support; development of airworthiness documentation; cybersecurity documentation; and the installation of aircraft modification kits. This may also include Interim Contractor Support (ICS), Contractor Logistics Support, Manufacturing, and full-rate kit production. The Government anticipates awarding a multiple ‐ year, multiple ‐ award, IDIQ contract to support these requirements. Facilities needed for this requirement may include an enclosed climate-controlled hangar, of sufficient size to accommodate SOF/PR and Rotary Division mission-configured aircraft. This hangar shall be located near an airstrip capable of receiving and servicing C-130 aircraft and SOF/PR helicopters. Adequate storage facilities must exist for removed equipment prior to it being returned to the Government or disposed. Ground handling equipment, such as tugs and tow bars will be required. Support equipment needed includes C-130 jacks and shoring material, 400 Hz AC power generator(s), overhead hoist or crane, and maintenance stands/scaffolds/ladders typically used for depot level C-130 or similar large aircraft maintenance. Additionally, contractor personnel shall be fully capable of performing C-130 and SOF/PR helicopters depot-level electrical and structural modification installation as well as structural repair/restoration. The contractor shall accomplish all acceptance testing and disturbed systems operational checks. INSTRUCTIONS: 1. We ask that each company responded understand we are limited to 30 teleconference lines so please plan accordingly. ---------------------------------------------------------- The Government is planning industry day meetings for 13-14 June 2016; from 0800-1600 hours. These meetings will be held in the Eagle Conference Room at the Museum of Aviation next to Robins AFB. The purpose of these meetings is to obtain information concerning the SOF/PR & Rotary Modification, Engineering and Sustainment Program. The industry day is intended to encourage free-flowing dialogue between the Government and Industry. While the SOF/PR rotary division is interested in a small business set-aside, both large and small businesses are invited to attend Industry Day.
