- This is a Special Notice prepared in accordance with the Federal Acquisition RegulationThis is a Special Notice prepared in accordance with the Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions. The Health Resources and Services Administration, Office of Acquisition Management and Policy (OAMP) intends to negotiate and award on a sole source basis with Skyline Displays, LLC, 3355 Discovery Road, MN 55121-2098, for the purchase of seventeen (17) portable, inflatable, ten (10) foot floor-standing exhibit structures and 12-month logistical support. Award to any other source would result in a substantial duplication of cost that would not be accepted to be recovered through competition, and would result in unacceptable delay in fulfilling the agency requirements. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The associated North American Industrial Classification System (NAICS) code for this procurement is 339950 "Sign Manufacturing." A SOLICITATION WILL NOT BE POSTED. OAMP will solicit and negotiate directly with Skyline Displays, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations. However, interested Offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for consideration. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest or quotation in writing via email to Biji John, at BJohn@hrsa.gov before the closing date and time of this notice. No faxed documents will be accepted. If no responsive statements or quotations are received within the closing date of this notice, an award will be made to Skyline Displays.
