- The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, USU intends to negotiate on a sole source basis with TVAR Solutions, LLC, located in Mclean, Virginia for One (1) Seven (7) Petabyte Robotic Tape Library and Converged Storage Unit Front End Appliance manufactured by Spectra Logic Corporation. TVAR Solutions, LLC is the only responsible source that can provide this system for reasons, including but not limited to: 1) unique knowledge of CHIRP/TAGC's archive environment (sequencing, analysis, IT hardware, storage hardware) that was acquired during CHIRP/TAGC's previous storage infrastructure engineering, design and implementation phases. This knowledge is essential for integration of the new tape library into the existing archive workflow and primary storage system. 2) The Spectra Logic tape library is customized and is not available "off the shelf" due to the utilization of Spectra Logic's BlackPearl Object Gateway. Integration of this solution into the tape archive and primary storage workflows requires custom scripting and programs that exists from prior TVAR/manufacturer work at CHIRP/TAGC. 3) TVAR provides unique oversight on environmental and physical requirements unique to USU. This robotic tape reader will be procured in accordance with the procedures of FAR Part 12 Commercial Items, FAR Part 13 Simplified Acquisition Procedures and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above-mentioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government.
