- The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with Zurich Instruments. This requirement is for the procurement of upgrades to an existing Zurich Instruments UHFLI Lock-in amplifier to provide additional measurement and control functionality. The Zurich Instruments UHFLI is a digital lock-in amplifier covering the frequency range from DC to 600 MHz. In addition of providing the highest operation frequency amongst all commercial lock-in amplifiers, the UHFLI also offers the lowest time constant for demodulation, resulting in a demodulation bandwidth of more than 5 MHz. The functionality upgrades for the lock-in amplifier would include the following specifications: Four independent PID controllers with the following parameters Amplitudes Oscillator frequencies Demodulator Phase Auxiliary Outputs and Signal Output Offsets Must be capable of supporting six (6) additional internal oscillators (to the existing 2) at frequencies up to 600 MHz Must be capable of enabling amplitude and frequency modulation/de- modulation (AM/FM) and generating phase-coherent linear combinations of up to three (3) oscillator frequencies Must fully provide digital high-speed signal analysis capability with controllable gate time, gate delay, and averager settings (i.e boxcar average) to record, analyze, and provide feedback of periodic but non-sinusoid signals with high repetition rates and low duty cycles. Since this requirement is to upgrade an already existing Zurich Instrument UHFLI Lock-in amplifier previously purchased by SSC Pacific, only Zurich Instruments is capable of providing the requirement. The required software functionality is enabled once by Zurich Instruments through the use of an activation code, which is then entered into the UHFLI Lock-in amplifier. No other vendor can provide the activation code required for the upgrade. After a thorough search of Zurich Instrument's website, there is no indication that there are any authorized re-sellers for these required activation code. Based on the approved Justification for Non-Competitive Procurement (JNCP) (which will be posted after award), only one responsible source and no other supplier or services will satisfy agency requirements. This notice of intent is NOT a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government.
