Page 2 of 2 THIS IS NOT A SOLICITATION. This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small or Large Businesses interested and capable of providing the services described below. OVERVIEW: 1). Network Contracting Office (NCO) 15 is awarding Full Service Agreement for Sterrad Sterilizers (Sterrad 100 NX and Sterrad NX) services on behalf of the VA Heartland Health Care Network (VISN 15) a. Kansas City VA Medical Center Kansas City, MO b. Harry S. Truman Memorial Veterans' Hospital Columbia, MO c. John J. Pershing VA Medical Center Poplar Bluff, MO d. VA St. Louis Health Care System --Jefferson Barracks & John Cochran Divisions St. Louis, MO e. VA Eastern Kansas Health Care System - Dwight D. Eisenhower VA Medical Center Leavenworth, KS f. VA Eastern Kansas Health Care System - Colmery-O'Neil VA Medical Center Topeka, KS g. Robert J. Dole VA Medical Center Wichita, KS h. Marion VA Medical Center Marion, IL to Johnson & Johnson Health Care Systems Inc. Market research was conducted and determined that Johnson & Johnson Health Care Systems Inc. is a vendor capable of providing these services and meets all requirements. This service contract provides technical service support including system diagnostic, telephone troubleshooting assistance, and scheduling/dispatch of on-site support as needed. This support is available during the contract business hours of 7:00 AM 7:00PM, Monday through Friday, excluding national holidays. Preventive Maintenance (PM) is provided by a field service engineer according to the System Service Guide. All necessary parts, labor, and travel are included. This contract also includes an unlimited number of non-user-error Corrective Maintenance (CM) calls. Systems are targeted to return to manufacturer specifications within 24 hours of the issue being reported to Technical Support. Mandatory and non-mandatory product system improvements are covered. All service technicians are required to have proper training and competencies, and certificates demonstrating this training and competency will be made available upon request. 3). The NAICS for this acquisition is 811219- Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $20.5 MIL SERVICES TO BE PROVIDED: Specifications of Work: o Unlimited technical support, including system diagnostics, telephone troubleshooting assistance, and scheduling/dispatch of on-site support within hours of coverage. o All necessary PMs performed by a Field Service Engineer according to the System Service Guide (semi-annually) o Unlimited number of non-user-error CM calls o Mandatory and non-mandatory product system improvements are included o Provide calibration records for all tools used to service equipment upon request. All test measurement and diagnostic equipment used must be NIST Traceable meeting, or exceeding ISO 9001 Standards. o Any and all parts used must be new or factory rebuilt for that model and type of device. If any action requires replacement of hard drive (or other storage media), the contractor shall not remove the hard drive (storage media) from the VA premises and, must turn over said device to Biomedical Engineering. o Annual Device Certification shall be provided on contractor letterhead upon request. See Attachment 1 for format example. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide supplies or services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The government will not be considering any Expressions of Interest received through this notice of intent to sole source. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
