Description
The Federal Aviation Administration (FAA) proposes to acquire, commercial-off-the-shelf software licenses and training workshops for EasyPower, PowerAnalytics and SKM Arc Flash Hazard Analysis databases. The requested software will be used by Engineering Services (ES) throughout the National Air Space (NAS) to accomplish the requisite Arc Flash Analysis. This procurement is a brand name only for EasyPower, PowerAnalytics and SKM software licenses. Considering the number of assets across the NAS, and the corresponding number of completed analyses, the FAA must have access and maintain licenses with EasyPower, PowerAnalytics and SKM databases. The FAA must continue utilizing Arc Flash Hazard Analysis software from these three companies to ensure continuity of completed reports and for updating arc flash analysis as assets are upgraded within the NAS. To attempt to standardize ES to one software, or awarding a contract not capable of supporting existing software, would require re-accomplishing previously completed arc flash analyses and reports. Neither action is an option as it would put the NAS and personnel responsible for maintaining the equipment at risk. The FAA contemplates award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a one-year base period and four one-year option periods. The contract will have firm-fixed price, and cost reimbursable for travel, line items. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING SPECIALIST (joseph.wilson@faa.gov) NO LATER THAN 2:00 PM CENTRAL TIME ON AUGUST 17, 2018. This procurement is a total small business set-aside. The North American Industry Classification System (NAICS) code for this procurement is 541519, Other Computer Related Services, with a Small Business Size Standard of $27.5 million. All interested sources should download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Joseph Wilson, Contract Specialist (AAQ-722), via e-mail at joseph.wilson@faa.gov. All offerors must follow the instructions in section L of the SIR. Proposals are due no later than 2:00 p.m. local time (Central Time Zone), August 31, 2018 and must be submitted to FAA-Mike Monroney Aeronautical Center, ATTN: Joseph Wilson (AAQ-722), 6500 South MacArthur Boulevard, Building 14, Oklahoma City, Oklahoma 73169. The proposal must be sealed and labeled as follows: SIR 6973GH-18-R-00161, C/S Joseph Wilson, due 2:00 p.m. CT, August 31, 2018. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at Mike Monroney Aeronautical Center (MMAC). Overnight delivery of responses to this SIR may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposal received after the due time and date of 2:00 p.m. CT, August 31, 2018, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined non-responsive and ineligible for consideration for contract award. This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. AMENDMENT 0002 (29 Aug 18) 1. The SIR has been revised to add an additional breakout for buses (300, 1000, and highwave) to line items X0001, X0002, and X0003. 2. The following has been added to section C.1 of the SIR: Assets within the NAS vary in size; therefore, the FAA requires software licenses capable of supporting 300 buses, 1000 buses and highwave buses, or as applicable to the manufacturers preset parameters. 3. The revised SIR, dated 29 Aug 18, has been attached to the announcement. 4. The response date has been extended one week. Proposals are now due at the time noted above on 7 Sep 2018.
