- DRAFT Section L&M DRAFT SOW The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue Solicitation N00167-18-R-0016, Virginia-Class Hub Scoop Bars (HSB). This requirement supports the ship production of the Virginia Class Submarine. A set of HSBs consists of 8 HSBs. Each HSB is manufactured in accordance with NAVSEA Drawing 245-7642124, Revision H, Rotor Scoop Bar. The NAICS code will be 336611, size standard 1,250 employees. The PSC code will be 2040. •· A draft Statement of Work and draft Solicitation Sections L&M have been uploaded with this notice. Please note, this will be a two-step procurement as detailed in draft Sections L&M. •· The Government requests comments/recommendations on whether a fully completed VCS Scoop Bar sample can be fabricated and shipped, as part of Step Two of the selection process, within the intended 60-day time period. •· FOR ACCESS TO DRAWINGS: To access NAVSEA drawings (Drawing 245-7642124, Revision H), interested parties must request access to view these documents to douglas.riedel@navy.mil. Only firms with an active System for Award Management account and an approved DD Form 2345, Military Critical Data Agreement, will be granted access. Approved firms will be emailed the drawing. The drawings shall not be released to any other firm without consent from the point of contacts listed above. The acquisition strategy has been changed to the following: The resultant contract will be a Single Award, Firm-Fixed-Price (FFP) Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract with a performance period of five years. The contract will set up with multiple contract line item numbers (CLINs) each representing a HSB set, and will be segregated by ordering year to provide the Government the ability to order complete HSB sets via individual Delivery Orders during the five year ordering period. It is anticipated the solicitation will be issued Mid-September. Interested firms may view and/or download the solicitation and any amendments only from the Federal Business Opportunities (FBO) website at www.fbo.gov. It is the prospective Offeror's responsibility to monitor the FBO website for changes to this notice, announcements, or amendments to the solicitation. Interested firms are advised to register in the System for Award Management (SAM) at www.sam.gov prior to submission of proposals. THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY THAT THE SOLICITATION WILL BE POSTED TO FEDBIZOPPS MID-SEPTEMBER. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. PROPOSALS SUBMITTED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED.
