Program/Equipment: Joint Analytic Real-time Virtual Information Sharing System (JARVISS) FAR 8.405-6 Limited Sources Justification Under the General Services Administration Federal Supply Schedule Program 1. Contracting Activity: Army Contracting Command - New Jersey 2. Description of Action: Office of the Provost Marshal General requests a firm fixed price modification under the General Services Administration (GSA) Federal Supply Schedule (FSS) Program with PlanetRisk, Inc. 8280 Greensboro Drive, Suite 800, McLean, VA 22102. The Government will execute this action against GSA FSS contract GS35F0625N/ Task Order W15QKN-16-F-0099. Projected award is July 2018 and fiscal year 2018 Operations and Maintenance, Army and Operations and Maintenance, Navy (1804) Navy funds will be used. X An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B). 3. Description of Supplies/Services: The Joint Analytic Real-time Virtual Information Sharing System (JARVISS) is the Army unclassified, threat information sharing system for Antiterrorism (AT), Force Protection (FP), and Law Enforcement (LE) personnel. The system identifies threats worldwide in real-time, measures their probable impact on Army and Department of Defense (DOD) missions, and instantaneously shares the information with JARVISS end-users. One of the original requirements for this Task Order was to ensure that the JARVISS system is joint interoperable, meaning that it is capable of being shared with other services and other members of the law enforcement or intelligence communities. The Program Management Office, the Office of the Provost Marshal General, Antiterrorism Division will require additional licenses and support services to support the Army and to enable the US Naval Recruiting Command (NRC) to deploy JARVISS to their command. NRC requires Administrative, Full, and Limited Licenses, as well as support services for an estimated 6 month Pilot Phase for JARVISS deployment and use. The contractor will provide program management, engineering, and research support to NRC during the period of the pilot. The Contractor will provide one-time onsite training to 4 NRC Division locations during the 6 month period and provide business reviews to NRC headquarters in person three times during the period. The Army requires an additional 1,600 Administrator licenses for option years 2-4 (600 for Option Year Two, and 500 each for Option Years Three and Four) and support from the contractor with the accreditation of the mobile application for government phones and support for JARVISS system demonstrations and briefings in support of program operational objectives. Seq) and Title 40 U.S.C 501, Services for Executive Agencies, as implemented by FAR 8.405-6 and substantiated by the following: X FAR 8.405-6(a)(1)(i)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. 5. Reason for Authority Cited: W15QKN-16-F-0099 provides for a JARVISS with a commercial web-based system and spiral development of capabilities to facilitate real-time sharing of threat information as events/incidents. After receiving two (2) competitive proposals in response to the Request for Proposal of this requirement, the Government determined that PlanetRisk offered a COTS solution to meet their needs. The Government determined that PlanetRisk proposal offered a total COTS system with real-time threat information sharing capability to alert command headquarters, installation of Standalone Facilities (SAF) through various modes: email, text, smart phone apps, and the system itself. The system pulls from 40000+ data layers of Government furnished and commercially available/open source information not limited to alerts, Crime/Law Enforcement/EM, energy/water, global/geography, government/political/military, weather/natural events and specific country data. The PlanetRisk system had capability to immediately meet 100% of the total solution of the program requirements as specified in the Performance Work Statement (PWS). Specifically, no other commercial systems were in possession of a current Authority to Operate, NETCOM accreditation which is required to store DOD data in the system. As such, the JARVISS capability has been built on the proprietary Commercial Off-the-Shelf (COTS) solution developed and owned exclusively by PlanetRisk Inc. Since the award of Task Order W15QKN-16-F-0099, the PlanetRisk COTS system has been accredited by the DoD Risk Management Framework (RMF) for Authorization to Operate on the DoD Unclassified Network with storage up to DoD Impact Level (IL) 4 data. Additionally, this accreditation is instrumental behind the JARVISS Program's Concept of Operations, Privacy Impact Assessment, and legal authority to operate. Because the system software is proprietary and exclusive to PlanetRisk, their personnel are the only personnel qualified to perform support and services on the Task Order and in support of this new work modification. Any other COTS system cannot meet or be modified to meet Authorization to Operate requirement because of the amount of time and effort involved in accrediting a system to operate with DOD data on a cloud environment. JARVISS is the first IL 4 cloud system to receive an ATO from the Army. Version - March 2017 FOR OFFICIAL USE ONLY Control No: Contractor: PlanetRisk, Inc. Program/Equipment: Joint Analytic Real-time Virtual Information Sharing System (JARVISS) The NRC plans to leverage the Army investment of as needs a threat information sharing system quickly for a pilot in order to address service findings following the attack on the recruiting center and reserve location in Chattanooga, TN. The findings from Chattanooga and the Army's Fort Hood report highlight the importance of communicating with other service components. By using the JARVISS system, NRC will be able to partner with the Army and specifically Army Recruiting Command and the Military Entrance and Processing Command to share threat information. JARVISS provides the ability to gather and assess real-time unclassified threat information as attacks/incidents unfold, and to share that threat information across the services is powerful tool. The real time reporting of threat information available through both web-log and mobile applications will improve process of threat collection of data across the services. JARVISS improves the threat analysis to identify trends, to provide link analysis in the investigative and prevention actions to deter possible threat actions before they occur. The Army has been successfully fielding JARVISS and as a result has identified a need for additional license for administrators and contract personnel support to facilitate JARVISS demonstrations and engagements. As a result of program success, the Army is in need of additional support for engagements with the DOD in an effort to make the system a DOD enterprise solution. Because the fielding of JARVISS occurred earlier than originally anticipated, the need for these licenses and additional support were not anticipated at the time of original contract award. Due to the present rate of JARVISS deployment in the field, the Army requires an additional 1,600 Administrator licenses for option years 2-4 (6000 for Option Year Two, and 500 each for Option Years Three and Four). Additional licenses and Contractor support are required for accreditation of the mobile application for government phones and JARVISS system demonstrations and briefings in support of program operational objectives. The Government cannot procure the these requirements through open competition because of the need to access the specific software developed and owned by PlanetRisk Inc., particularly the version that has the DoD RMF accreditation known as JARVISS. W15QKN-16-F-0099 provides FPTIS System with JARVISS capability and all licensing for COTS use is exclusively by PlanetRisk Inc. Current market research indicates that there are no other companies' COTS total solution that would be interoperable with the existing JARVISS configuration. Program/Equipment: Joint Analytic Real-time Virtual Information Sharing System (JARVISS) One alternative for the Navy is continuing to rely on existing means of communication for threat information sharing. This alternative has been deemed unacceptable because it does not address the underlying issues that were identified as problems during the Navy's follow-on investigation on the Chattanooga shooting and the Army Internal Review Team's Report on Fort Hood, namely a common operational picture for threat information and the ability to rapidly share unclassified and For Official Use Only (FOUO) threat information with other services. Another alternative would be for the Navy to pursue a separate contract action on their own to procure their own system and integrate it with the existing Army system. This is an unacceptable option, because it would create a separate effort that would require its own acquisition process and cyber accreditation and would be counterproductive to the effort to share information between services. If this modification is not approved it would result in mission failure of threat information sharing for the Navy. The PWS has been updated to reflect the verified minimum requirements of the government. Additional administrator licenses required to support for the NRC pilot are needed for option year 2 only; additional Army administrator licenses and contract support personnel are needed for option years 3 and 4 In order to support the program as it grows in size within the Army. If this modification is not approved it would negatively impact the Army's threat information sharing capability by either delaying or preventing the fielding of JARVISS to portions of the Army. 6. Actions to Increase Competition: The Army will continue to monitor the market place in order to determine if any new viable COTS solutions emerge that would enable future actions for this requirement to be competed. At the completion of this five (5) year life-cycle, the Government will consider the latest state of the art technologies for competitive acquisition to meet their performance requirements. 7. Market Research: The Army issued a public synopsis on 08 June 2018 via Federal Business Opportunity (FBO) gateway with notice of Government's intent to solicit/and to negotiate on a sole source basis for the new work. To date, no responses have been received with interest to submit either proposal or capability statement for the Government's consideration. The Pre-Solicitation notice closed 25 June 2018 and no responses were received. 8. Other Facts: The JARVISS system developed by PlanetRisk is being reviewed for identification as the Enterprise Solution for threat information for the Army and the DOD. JARVISS is a vital part of the DOD's Emergency Mass Warning Notification System (EMWNS) pilot, based on its legal authorities and accreditation.
