Description
Sole Source Justification The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Arbin 5-volt multi-current battery cycler (LBT21014-0~5V- 500/50/5/0.5A-4CH-208V3P) and Arbin 100-volt multi-current battery cycler (LBT22013-0~100V120/5/0.5A-4CH-480V3P). The subject procurement also includes installation and training on the cyclers. The materials and services provided by the Arbin Corporation include: 4 channel Battery Cycler with 100V and 3 current ranges 120A/5A/0.5A, Computer & Software Kit, ON-SITE Installation and Training for 100V Battery Cycler, 4 channel Battery Cycler with 5V and 4 current ranges 500A/50A/5A/0.5, Computer & Software Kit, ON-SITE Installation and Training for 5V Battery Cycler. The NAICS code is 334515 and the business size is 750 employees. The proposed purchase order is being solicited on a sole-source basis to Arbin Corporation. The proposed action is for multi-current battery cyclers and training services, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Arbin Corporation is the only manufacturer that produces battery cyclers that meet the technical requirements. These requirements include a five millisecond (mS) minimum step time and a non-regenerative power system. The NSWCCD intends to award a firm fixed-price purchase order to Arbin Corporation using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 05 September 2018. This notice of intent is NOT a request for competitive proposals. However, all responses received by 05 September 2018, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
