- Description
- The Contracting Department, Fleet Logistics Center (FLC), Norfolk, VA, 23511-3392 intends to negotiate a Firm Fixed Price contract, utilizing procedures under FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, for retreat facilities that can support Marriage Enrichment Retreats (MER). The rental facility shall be utilized for, a combined, eight (8), possibly an additional (12), Marriage Enrichment Retreats (MER), Personal Resiliency Retreats (PRR), or Family Enrichment Retreats (FER) for Chaplains Religious Enrichment Development Operation (CREDO) Naval Region Mid-Atlantic. Each retreat will run for 47 hours, on or about 1 pm on Fridays to 12 pm on Sundays. The retreat will be conducted under the supervision of the on-site chaplain and/or CREDO Facilitator. The contractor shall be responsible for ensuring the facility is in accordance with the requirements outlined within the Performance Work Statement (PWS). The period of performance will be from 25 September 2018 through 24 September 2019, with the option to extend services for one twelve-month period and includes FAR Clause 52.217-8 Option to Extend Services, if required, through 25 March 2021. This procurement is 100% Small Business Set-Aside. A complete RFQ package will be available on or about 29 August 2018 by downloading the documents at the Navy Electronic Commerce Online Website as follows: https:// www.neco.navy.mil. DO NOT use the submit bid button on NECO to submit your quote. All responsible sources may submit a quotation, which shall be considered by the agency. The North American Industry Classification System (NAICS) code for this acquisition is 721110; the Business size is $32.5 M. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
