- Protect- All Flooring System Solicitation FCI Beckley, WV intends to make an award concerning Protect-All Floor System. Bids will be accepted via FAX, EMAIL, or Hand delivered by September 12, 2018 by 4:00PM (EST). You are only required to submit pages 1, 2, 3, 4, and the pages which contain specific terms you are bidding on. All bids are to be for the items listed, NO SUBSTITUTIONS WILL BE ACCEPTED, NO CHANGES TO THE ITEM, UNITS OF ISSUE, OR NUMBER OF UNITS ORDERED, FOR THIS CAN AND WILL VOID YOUR BID. Bids are for the exact item and how it is described. Writing ALL OR NONE will void the bid placed on those items. Evaluations will be based upon past performance, socio-economic status, overall price, delivery schedule, and best value. The Government reserves the right to make single or multiple awards. PLEASE WRITE OR TYPE LEGIBLE, WILL NOT ACCEPT BIDS THAT CANNOT BE READ. Awards over $3500.00 will be awarded on Standard Form 1449. ALL VENDORS MUST BE ACTIVE IN THE SYSTEM FOR AWARDS MANAGEMENT (www.sam.gov). If the vendor is not active in the SAM database, the bid will be voided and not used. Per FAR 52.237-2, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonable obtainable. In no event shall failure to inspect the site constitute grounds for a claim after the contract award.
