- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is FA4418-18-Q-0119. The 628 th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intents to award a sole source contract for metal hose assembly kits to Nuclear Power Training Unit (NPTU) at Joint Base Charleston - Weapons Station. The 628th Contracting Squadron intends to make an award to Precision Hose & Expansion Joints, 2200 Centre Park Court, Stone Mountain, GA, 30087. Market research was performed and information gathered in determining this company to be the only source for this requirement. In accordance with (IAW) FAR Part 5.207(c) (15) (ii), the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b) (ii). This notice of intent to award is not a request for competitive proposals; however responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: In accordance with FAR 6.303-2: (1) Agency and Activity: 628 Contracting Squadron, Joint Base Charleston, SC (2) Nature of action being approved: Sole source acquisition. (3) The purpose of this acquisition is for four (4) metal hose assembly kits for the NPTU ship support systems. This purchase is necessary to meet NPTU's need to have Critical Spare/Replacement components on hand at all time. Once operational, these systems must remain in operation 24 hours a day, 7 days a week. Loss of these systems for less than 24 hours may prevent continued ship operation or result in significant lost training, NPTU's primary mission. This equipment is considered mission critical and is operated and maintained by NPTU personnel. The systems will be turned over within CY18 without spare part provisioning established and sufficient time is not available to allow National Stock System procedures to provide parts. The hoses are installed in permanent piping, identical spare/replacement components are required to fit the existing system configuration and support rapid replacement. Other manufacturer's products do not allow for rapid replacement without intrusive piping modifications (cutting and welding) which would require system re-design. (4) Justification Rationale: IAW FAR 6.302-1(a) (2) One source is capable of providing due to the existing ship support systems. (5) Demonstration of Unique Qualifications: Precision Hose, Inc. is the sole manufacturer and distributor of the existing Hose Assembly Kits. Other manufacturers' products will not meet the exact form/fit of components that are currently welded into the piping systems. (6) Description of Solicitation Efforts: IAW FAR 5.102(a) (2), this notice will be posted on the Government-wide Point of Entry (FedBizOpps.gov), but retained in the contract file to document the rationale for a sole source award. (7) The contracting officer has determined that the anticipated cost to the Government will be fair and reasonable based upon previous awards made for same service. (8) Description of market research: Market research was conducted for competing brand manufacturers and it was determined that equipment that can seamlessly integrate with the existing NPTU ship support system does not exist. (9) Other supporting facts: The ship systems must remain in operation 24 hours a day, 7 days a week. Loss of these systems for less than 24 hours may prevent continued ship operation or result in significant lost training, NPTU's primary mission. This-equipment is considered mission critical and is operated and maintained by NPTU personnel. For hoses installed in permanent piping, identical spare/replacement components are required to fit the existing system configuration and support rapid replacement (less than 24 hours). (10) Interested Sources: Precision Hose & Expansion Joints (11) Actions to prevent barriers that may lead to restricted consideration in the future: Future procurements for Critical Spare Parts/Replacements will be through the National Stock System which meets FAR requirements. (12) This justification is accurate and complete to the best of the contracting officer's knowledge and belief.
