- The Department of the Navy, SPAWAR Systems Center Pacific, intends to negotiate on a sole source basis with Brantner & Associates, Inc, located in El Cajon, CA for electrical subsea connectors and cable assemblies (per the attached parts list) under NAICS 334417. These parts are required to conduct at-sea Test and Evaluation of maritime Intelligence, Surveillance, and Reconnaissance (ISR) equipment. This equipment will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The mission of SPAWAR SSC PAC is to enable Naval, Joint, National, and Coalition war fighters with information dominance through research, development, delivery, and support of integrated capabilities. As such, it is essential SPAWAR provide the necessary equipment and services required for our warfighters to be successful in these efforts. SSC PAC is tasked and funded to conduct at-sea T&E of newly developed maritime ISR equipment during FY19. These tests will be conducted by electrically interfacing the new equipment to existing Government owned test infrastructure that will provide power, communication, and control during testing. This existing infrastructure utilizes electrical connectors that are only available from Brantner & Associates. Electrical connector companies do not recommend inter-mating their connectors with connectors from a different manufacturer. If issues arise in this situation, the connector companies will attribute problems to mixing connectors from different manufacturers. Deploying inter-mating Brantner & Associates connectors will ensure the solid electrical connections and interfaces needed to conduct the at-sea T&E. A market survey was conducted of other submersible connector manufacturers to determine if other vendors existed that have a demonstrated capability to manufacture interchangeable electrical connectors and that can be mated to the Brantner & Associates connectors. The current Government owned T&E equipment employs subsea dry mate electrical connectors that are from the Seacon MINI-CON and WET-CON series that is only manufactured by Brantner & Associates. No other companies were identified that provide a subsea dry-mate electrical connector that is plug and play compatible with the currently employed Seacon MINI-CON and WET-CON connectors from Brantner & Associates. Brantner & Associates is the only known source that can provided the requested equipment. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
