Description
Production Price spreadsheet to list proposes prices in accordance with RFP Contract Data Requirement List/DD Form 1423-1 Transportation instructions Packaging instructions Standard Form 1447/Request for Proposal (RFP) AN/USM-670A Joint Service Electronic Combat Systems Tester (JSECST) Production This acquisition is to establish a non-commercial, two-year, Firm-Fixed Price (FFP), Requirements contract for the production of AN/USM-670A Joint Service Electronic Combat Systems Tester (JSECST), Laboratory JSECST, and JSECST Retrofit kits. The AN/USM-670A JSECST, NSN 4920-01-618-5101KV, provides an end-to-end (ETE) functional testing capability to determine the status of an Electronic Combat (EC) system in the field. The Laboratory JSECST, NSN 6940-01-619-8416KV, provides the same testing capability of the EC system as the AN/USM-670A JSECST, except that it is used on systems installed in or on operational aircraft. The Retrofit Kits, NSN 4920-K-300-070A, being acquired will be installed to upgrade fielded AN/USM-670 JSECST units to the AN/USM-670A JSECST configuration. This Requirements contract will consist of one basic contract period of 12 months and one option period of 12 months. The best estimated quantities (BEQs) for each period are: AN/USM-670A JSECST: Basic: 17 each; Option period I: 26 each Laboratory JSECST: Basic: 1 each; Option period I: 1 each Retrofit Kits: Basic: 10 each; Option period I: 10 each The delivery schedule will be 18 months after receipt of (ARO) each individual order for the AN/USM-670A JSECST and Laboratory JSECST, and will be 9 months ARO each individual order for the Retrofit Kits, however, early delivery is acceptable. The place of delivery will be determined on each individual order. The incumbent contractor is AAI Corporation (CAGE 97384), doing business as (DBA) Textron Systems. In accordance with (IAW) 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements applies to this requirement. Technical data is NOT available. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Responses to this synopsis are required within 15 calendar days of this notice on or before 22 August 2018.
