- Request for Information for National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Dissemination (DISS) Very Small Aperture Terminal (VSAT) Backup System. This is a Sources Sought notice/Request for Information (RFI) only. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP), a Request for Quotation (RFQ), or an indication that the Government will contract for any of the items and/or services discussed in this notice. The National Weather Service (NWS) is an operating unit within the National Oceanic and Atmospheric Administration (NOAA), which is an agency of the US Department of Commerce. NWS is charged with providing weather, water, and climate data, forecasts and warnings for the protection of life and property and enhancement of the national economy, and has a critical function in ensuring society is prepared for and responds to weather-dependent events. Further information about the organization is available at www.weather.gov. The NWS is operating 122 Weather Forecast Offices (WFO), and 2 Tsunami Warning Centers (TWC) geographically distributed across the country. The primary telecommunications network at these locations is mostly fiber based, 100 Mbps Ethernet MPLS connections, in most cases without terrestrial diversity. This network is referred to as one NWSNet. Presently, backup communications at 66 of the 124 locations is provided with a ku-band based VSAT (Very Small Aperture Terminal) system using a shared 1.5Mbps dedicated space segment. The remaining 58 locations has no backup communications. The present backup system has insufficient capacity and the equipment is approaching 10 years old. NWS is considering replacing this VSAT backup system with modern hardware and technology at an expanded number of locations to increase capacity and reliability of NWS backup communications, and are seeking input from the vendor community on suitable technologies and recommended solutions for this project.
