- DRAFT Requirements Package for Industry Comment DRAFT Requirements Package for Industry Comment DRAFT Requirements Package for Industry Comment This Sources Sought Notice & Request for Industry Comment is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of Joint Base McGuire-Dix-Lakehurst, New Jersey (JB MDL). This notice is intended strictly for market research and statement of work (SOW) developement. The purpose of this Sources Sought Notice & Request for Industry Comment is to determine the interest and capability of potential qualified firms relative to the North American Industry Classification Code (NAICS) 236220 - Commercial and Institutional Building Construction and to allow industry to comment on the attached draft SOW. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Offerors are reminded that only Contracting Officers are authorized to commit the government to the obligation of funds. At this time no solicitation exists - Therefore, do not request a copy of the solicitation. JB-MDL is seeking interested sources (contractors) for a possible contract, lasting for 405 days after contract award, for the Airfield Lightning Vault. It is envisioned that the The contractor shall provide all plant, supervision, management, quality control, labor, tools, equipment, appliances and materials and perform all work necessary to construct a new airfield lighting vault as a replacement for Building 281. New facility will include replacement airfield lighting vault equipment, backup generator and maintenance/storage room. Project includes airfield electric ductbank connecting to the existing homerun, new electric primary feed, water, communications and sanitary sewer connections. In addition, an area adjacent to the new building will be paved for parking. The existing airfield lighting vault (Building 281) will be demolished after the new vault is operational. The existing backup generator in Building 282 will be removed and turned over to the government for salvage. All work is to be done in accordance with the attached DRAFT Statement of Work and Drawings. This notice may be followed by a request for proposal. All potential offerors are encouraged to submit a response. Please submit responses to Manuel Revilla manuel.revilla@us.af.mil and Wanda Wilson wanda.wilson.1@us.af.mil. Responses are to be submitted no later than September 14, 2018 at 12:00 pm Eastern Standard Time. Interested parties shall furnish the following minimum information: 1. Company name and address. 2. Company point of contact name, telephone number and email address. 3. Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. 4. If the company holds a Federal Supply Schedule (FSS) Contract, please list the GSA Contract Number and relevant SINS. 5. Capabilities/Qualifications: A short written response providing clear and unambiguous stating your capacity to fulfill this requirement. 6. Any coments to the attached DRAFT statement of work. a. Please note any major differences in the government's requirement and similar requirements found in the commercial marketplace. b. Please identify any portions of the draft SOW that, as written, are too restrictive or prohibit the flexibility to perform according to your established practices and why. c. Identify any particular requirement that will drive up costs and/or risks to performance in meeting our mission. d. Do the referenced instructions and other publications conflict with established commercial practices? Provide any comments you may have as to standard commercial practices for procuring similar services in the commercial marketplace.
