- Attachment 0005 - GFP Attachment 0004 - Form 3002 Clearance of Technical Information for Public Release Attachment 0003 - Disclosure of Lobbying Activities Attachment 0002 - QASP Attachment 0001 - CDRLs Request for Proposal This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W15QKN-18-R-0183 is issued as a Request for Proposal (RFP). (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-100. (IV) This acquisition is being awarded under NAICS code 541511. The Small Business Size Standard is $27.5 M. (V) SCHEDULE OF SUPPLIES/SERVICES CLIN SUPPLIES/SERVICES QUANTITY UNIT PRICE CLIN 0001 SOFTWARE DEVELOPMENT AND TESTING 1 LO CLIN 0002 CONTRACT DATA REQUIREMENTS LIST 1 -- CLIN 0003 CONTRACT MANPOWER REPORTING 1 -- (VI) This solicitation is to purchase Investigative Interview Human Simulation Software and an Interactive Multimedia Instruction (IMI) module for The U.S. Army The Inspector General School (TIGS). Requirements are listed within the Performance Work Statement (PWS) located in RFP document. (VII) FOB Destination Point is: Army Inspector General School, 5500 21st Street, Building 247, Fort Belvoir, VA. 22060., with a period of performance of twelve (12) months from date of award. (VIII) The provision FAR 52.212-1, Instructions to Offerors, Commercial, in its latest edition applies to this solicitation. (IX) The Government intends to issue a Sole Source Firm-Fixed Price (FFP) Contract to SIMmersion LLC. The provision at 52.212-2, Evaluation - Commercial Items is not applicable. (X) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, in its latest edition applies to this solicitation. (XII) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this solicitation. Additional FAR clauses applicable to this acquisition are cited in the attached RFP document. (XII) Any additional contract requirement(s) or terms and conditions as determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices shall apply to this solicitation. (XIII) The Defense Priorities and Allocations Systems (DPAS) does not apply and no rating is assigned. (XIV) All proposals shall be submitted no later than (NLT) 3:00 PM EST on 07 September 2018. (XV) All proposals shall be submitted to both the Contract Specialist, Reagan Weltner, reagan.w.weltner.civ@mail.mil and the Contracting Officer, Rebecca Markell, rebecca.l.markell.civ@mail.mil NLT than the date and time aforementioned. All information relating to this solicitation, including: changes, amendments, and questions and answers, shall be posted on the following website: fbo.gov. Formal communications such as request for clarifications and/or information concerning this solicitation must be submitted in writing or vie a-mail to Reagan Weltner, Reagan.w.weltner.civ@mail.mil. Terms of the solicitation and specification remain unchanged unless the solicitation is amended in writing by the Contracting Officer. If an amendment is issued, normal procedures relating to the acknowledgement and receipt shall apply. Award can only be made to contractors registered in the System for Award Management https://www.sam.gov.
