Description
Amendment notification New RFP with a amended expected delivery date of Nov/Dec 2018 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through August 22, 2018 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-100. This acquisition is a NOT a small business set-aside. The NAICS code is 333316, Photographic and Photocopying Equipment Manufacturing which has a small business size standard of 1,000 Employees. This announcement constitutes the formal Request for Quote (RFQ) and NO additional written solicitation will be issued. It is the intent of the National Library of Medicine (NLM) to expand its on-site digitization operation to accomplish this, a V-cradle scanner with glass platens is required that will accommodate average-sized bound and unbound historical print materials without subjecting them to increased risks of damage and fit into limited available lab space. Note the V-glass platen should be made with abrasion-resistant, anti-reflective, anti-glare, shatter-resistant glass (e.g., "museum quality" glass comparable to the type of glass available from Tru-Vue: Https://tru-vue.com/products/#museums (Brand Name or Equal See Clause FAR 52.211-6 Brand Name or Equal). The scanner will be used on a daily basis to meet production goals and must include a maintenance plan that addresses device calibration and glass platen lifespan and replacement. The scanner must be ergonomically "user-friendly." The scanner must meet the Federal Agencies Digital Guidelines Initiative (FADGI) Level 3 performance benchmarks as verified with Golden Thread device calibration targets and software. The device must be readily configurable with the CCS docWorks software the Library uses for post-scan processing in a secure, networked environment. Please see attached Specifications (Attachment 1) for greater detail. The resultant purchase order will be firm fixed price. The Agency anticipates one purchase order will be issued as the result of this notice. This requirement will include the purchase of the new V-cradle scanner which should be delivered in November or December of 2018 and the associated maintenance/service plan which shall have a one-year base starting on the date of installation completion with four successive one-year option periods. Vendor shall furnish services, qualified personnel, material, equipment and/or facilities as needed to perform the work as stated on Specifications Document (Attachment 1). All V-cradle scanners must meet the requirements detailed in the attached specifications document and evaluations of proposals submitted will be based upon the attached criteria (Attachment 6). The offeror must complete the table below and specify the unit price quoted for each item listed. The offeror shall include all information necessary to document and/or support the qualification criteria in one clearly marked section of its proposal. All responses from responsible sources will be considered. NOTE: To submit your electronic proposal using eCPS, all offerors must have a valid NIH External Directory Account, which provides authentication and serves as a vehicle for secure transmission of documents and communication with the NLM. The NIH External Directory Account registration process may take up to 24 hours to become active. Submission of proposals by facsimile or e-mail is not accepted. Vendors shall furnish services, qualified personnel, material, equipment and/or facilities as needed to perform the work as stated In the Specifications Document (Attachment 1). The Specifications Document (Attachment 1) and Evaluation Criteria (Attachment 6) of this requirement are included in the Attachments Section of this solicitation. Vendors must also complete the VPAT 2.2508 (Attachment 3) which lists the accessibility conformance of the proposed equipment. The attached Addendum to Terms and Conditions (Attachment 2), Contract Terms and Conditions (FAR Clauses 52.212-4 and 52.212-5) (Attachment 4) and Invoice and Payment Provisions (Attachment 5) shall be made a part of any purchase order awarded as a result of this RFQ. A final determination of the best value to the government will be performed by taking into consideration the results of the technical evaluation, price reasonableness and adequate resources to respond to the Government's needs. The major evaluation factors for this include technical factors and cost/price factors. Although technical factors are of paramount consideration in the award, cost/price is also important to the overall award decision. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government reserves the right to make an award to the best value of the Government and may perform a tradeoff based on technical merit, price and other factors considered. The NLM reserves the right to make a single award, multiple awards, or no award at all as a result of this RFQ. In addition, the RFQ may be amended or cancelled as necessary to meet NLM's requirement.
