- Special Notice Number: SWFSC-18-SN08 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Southwest Fisheries Science Center The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC), IT Division, intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), to Xceptional Networks, Inc for the deployment of Cisco Identity Services Engine (ISE) technology that will integrate with the current Cisco infrastructure devices as well as the replacement associated virtual wireless Lan controller (WLC). The sole source determination is based on National Oceanic & Atmospheric Administration's (NOAA), National Marine Fisheries Services (NMFS) requirement for installation services of equipment from Xceptional Networks. They provided the enterprise original design architect that will allow the most cost-effective, secure approach to deployment, as this enhancement is a part of the in-progress VOIP integration. The current vendor, Xceptional Networks (Insight), has worked with SWFSC ITS staff extensively on infrastructure design and implementation and is in the best position to advise and complete the installation/configuration in a timely manner. They do not require additional time and resources to review details of the existing environment and will provide project planning, before moving on to the implementation stage. Therefore, additional costs would not be incurred as a result. The suggested source is the only source capable of integrating these systems that meet specific mission requirements for the Southwest Fisheries Science Center, Fisheries IT Division. The Government intends to negotiate a firm fixed price contract. This Special Notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing. Submissions are due no later than September 11, 2018 at 3:00 p.m. Pacific Standard Time. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Xceptional Networks can provide the requirement stated above.
