Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Eaton Corporation under the authority of 41 US 3304(a)(1) for a Microgrid Controller Accessory. Background Information and Basis for Sole Source NIST is building a Smart Grid testbed that includes the ability to test microgrid power conditioning systems (PCS), interconnection equipment, and controllers. The microgrid test laboratory will use multiple power supplies to emulate AC and DC grid and load conditions and will also export power and information exchange to adjacent laboratories testing other interconnected Smart Grid devices and systems. The NIST microgrid equipment test lab requires an add-on accessory to the Microgrid controller that was acquired for the lab. Eaton Corporation is the only vendor capable of providing the required Microgrid Controller Accessory. Microgrid Controller Accessory Requirements: The Microgrid Controller Accessory shall include a Power Xpert Energy Optimizer, the System Controller, and two local controllers (configured as a PV controller and an Energy Storage controller). A PowerPlex II metering transducer is also required (this device shall be integrated into the control system to provide high-speed power measurements at the utility main for control and synchronization. Further detailed specifications include: •Two structure 480vac, 300 A, 3 phase Motor Control Center (MCC •Include a 300A electrically-operated main contactor/starter •Four 150 ampere feeder breakers. •One for solar/PV •One for battery storage •Two for loads •A factory-installed EDR microgrid system protective relay and PowerPlex II (PPII) meter in the MCC •Include appropriate voltage and current transformers to interface with the EDR replay and PPII meter •Include one Branch Circuit Monitor (BCM) to be used to monitor voltage and feeder breaker current •Include EDR protective relays used in microgrid systems, compatible with Power Xpert Energy Optimizer controller. This EDR protective relay has to be an integral component of the Microgrid control system: •Must provide an interface to the utility "disconnect", allowing the Power Xpert Energy Optimizer to control the state of the "disconnect" (open or close), and providing feedback regarding its status. •Must sense for abnormal system conditions (such as under-frequency, over-frequency, under-voltage, over-voltage, etc.). Based upon these sensed conditions, the Microgrid controller shall initiate appropriate actions, such as automatic islanding. •Include digital inputs and outputs for interface with discrete control devices •Include protective functions (such as synchronism check) ensure safe operation of the utility "disconnect". •MCC Dimensions: ~ 40W x 16D x 90H General The North American Classification System (NAICS) code for this acquisition is 334111 - Electronic Computer Manufacturing. The small business size standard is 1,250 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00 p.m. Eastern Time on September 14, 2018 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Adam Powell at adam.powell@nist.gov. All responses to this notice of intent must be submitted so that they are received at adam.powell@nist.gov no later than the aforementioned due date.
