- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses interested and capable of performing the work. The Northport VA Med Center is seeking Service Disabled Veteran Owned Small Businesses (but will accept other than small business for market research purposes), Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small business. (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The Northport VA Medical Center requires an Electrocardiograph Technician to operate medical diagnostic equipment including; Exercise tolerance test system (Treadmill), MUSE Cardiology Storage Systems, Ambulatory Monitory System (King of Hearts & Holter monitors) Holter/Event Scanner to our patients. Location: The Northport VA Medical Center is located at 79 Middleville Road, Northport, NY 11768. Performance: Six (6) week temporary emergency services for an Electrocardiograph Technician, with a one 6-week option period. Background Echocardiograph Technicians perform a full range of electrocardiograph procedures, and related examinations, such as applying ambulatory monitoring devices, scanning Holter tapes/disks, event monitor strips and editing EKG, Holter, and treadmill reports. They utilize MUSE cardiology storage system and operate diagnostic medical equipment as a part of treatment of patient, supports register nurses and physician s equipment. This includes exercise tolerance testing system, Holter Monitoring and Event Monitoring Scanner. Scope of Work: Echocardiograph Technicians receive requests and/or consults for procedures. They interpret requests from physician(s) for appropriateness of requested procedure for patient s ability and perform prescribed test. They receive assignments for which clear precedents exist. They receive assignments that require application of standard procedures or that have special procedures identified and explained. They understand and carry out the appropriate requests made by practitioners or seeks assistance of the supervision when an uncommon, unique or new procedure is requested. Echocardiograph Technicians instruct patients, pre-procedure, to assure confidence and cooperation of patients during procedures. They independently explain various procedures including need for positions on table or treadmill, monitoring equipment, adverse reactions to stressing agents. They explain requirements for accurate monitoring and necessity of diary entries. They answer questions by patients and or family members. Echocardiograph Technicians perform Medical Instrument Technician work with stress test specialty. This requires experience in operating, supervising the operation of the instructing in the operation of specialized equipment related to the specialization of the position. Echocardiograph Technicians perform Medical Instrument Tech work with Holter/Event Monitoring specialty. This specialty area requires experience in applying, operating and instructing in Holter and Event Monitoring equipment. The complying of data, revising reports and completing reports for physician review. They schedule patients for application and removal of monitors. Echocardiograph Technicians instruct in the operation of EKG equipment to nursing staff in patient care and clinic areas. They instruct the physicians and cardiology staff in the storage and use of MUSE System. The echocardiographer shall employ reasonable safeguards to protect VA data and implement measures to preserve and protect Veterans rights with regard to VA data under the vendor s custody or control. Important Information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition is 621999. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at https://www.sam.gov/portal/SAM/#1). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at https://www.vip.vetbiz.va.gov/. All interested Offerors should submit information by email to blythe.richardson@va.gov and should be received no later than 9:00 am EST on September 13, 2018.
