- Amendment 002 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99-1. The associated North American Industry Classification System (NAICS) code for the requirement is 332312 - Fabricated Structural Metal Manufacturing. The small business size standard is 500 employees. The acquisition is 100% set-aside for small businesses. Simplified acquisition procedures will be utilized. BACKGROUND INFORMATION The National Fire Research Laboratory (NFRL) at the National Institute of Standards and Technology (NIST) provides the capability to test full-scale building structures under hydraulically applied loads and realistic fire conditions. The facility is a unique National resource for large-scale structural-fire tests to validate computational models used to predict building performance in fire. The facility allows researchers to study the response of the full structure to fire, rather than the response of individual building elements or subassemblies as is the case in current practice. Research conducted in this facility will help to provide the technical basis for improvements to codes, standards, and design of building structures for fire. The purpose of this acquisition is for the fabrication of various components of Structural Steel Connections to be delivered to the NFRL located at NIST in Gaithersburg, MD. These components will connect the beams, girders, and columns, providing the framework for a two story multi-bay steel-framed structural assembly, for an upcoming test series in which the structural performance of concrete-steel composite floors on steel-framed structural assemblies under fire loading conditions will be studied. NIST will provide design drawings for the components. Fabrication tolerances on the specified dimensions are critical to ensure compatibility with the existing components, and to ensure that the system can be assembled together as required.
