North American Classification System (NAICS) Code: 611310 - Colleges, Universities, and Professional Schools Small business size standard: $27.5M Classification Code: B - Special studies and analysis - not R&D Set-aside Status: Full and open with no set-aside restrictions. Competition Status: This requirement is posted as non-competitive. Non-Competitive (Single-sole Source (Including brand-name)) Determination: This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to: Yale University 47 College Street New Haven, CT 06520 Description of Requirement: The National Institute of Mental Health (NIMH), Section on Behavioral Pediatrics (SBP), Intramural Research Program conducts clinical research on a variety of childhood behavioral problems including research to identify both biological and clinical factors which influence the onset and expression of behavioral symptoms and to develop more effective treatment and prevention strategies for childhood disorders. Currently, SBP's research is focused on understanding the etiology, pathophysiology and clinical features of obsessive compulsive disorder, including acute-onset subtypes. The National Institute of Mental Health (NIMH), National Institutes of Health (NIH) is in need of detailed characterization of sera collected from children with Pediatric Acute-Onset Neuropsychiatric Syndrome (PANS)/Pediatric Autoimmune Neuropsychiatric Disorder Associated with Streptococcus (PANDAS), at baseline and after treatment with IVIG. This fee for service will entail characterization of serum samples, which will be provided by NIMH, obtained from matched healthy controls. The Government will award a purchase order resulting from this notice to the responsible offeror whose offer conforming to the Statement of Work (SOW) will be most advantageous to the Government, price and other factors considered. Refer to attached "Statement of Work" for specific requirements, period of performance and evaluation criteria. Summary Statement: All responses to this notice must be received by 5:00 pm, Eastern Standard Time, on September 14, 2018 and must reference the announcement number specified above. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response.
