- 18SNC07_spec note_att1 TITLE: N00164-18-SNC-07 - Other Transaction Authority - PSC AC53 - NAICS 541715 Research & Development in the Physical, Engineering and Life Sciences (except nanotechnology and biotechnology) Issue Date: 7 Sep 2018 - Closing Date- 15 Oct 2018-11:00 A.M. EDT The Naval Surface Warfare Center, Crane Division Contracting Office is releasing this competitive combined synopsis/solicitation to establish an Other Transaction for Prototype Agreement (OTA), pursuant to 10 U.S.C. 2371b, with an eligible Consortium. It is NSWC Crane's intent is to competitively establish an Other Transaction Authority (OTA) Agreement with a Consortium that can provide innovative technological solutions to address current and future security threats in the electromagnetic spectrum (EMS), trusted microelectronics, and strategic missions hardware environments. The Strategic and Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) OTA will refine strategies, management planning activities, and implement integrated, complementary solutions that enable broader DoD access to commercial state-of-the-art (SOTA) EMS technologies, advanced microelectronics, radiation-hardened (RAD-HARD) and strategic missions hardware. The Consortium shall be open to new membership and display a broad array of expertise and experience connected to the stated technology areas. Attachment 1 to the Special Announcement provides a detailed sampling of the technology areas of interest. The Consortium, including educational, nonprofit, and traditional and nontraditional contractors, with broad and open membership, shall provide the Government a lead management organization to collaborate across barriers that include military/civilian, public/private, and local/regional/national concerns. NSWC Crane's objectives in establishing a multiple year OTA in accordance with 10 U.S.C. 2371b and applicable DoD Guidance are: (1) developing a relationship with industry and academia to establish streamlined processes for obtaining innovative, State-of-the-Art (SOTA) technologies; (2) establishing an agile and collaborative working relationship amongst the Government and academia/industry; (3) establishing a consortium comprised of entities possessing significant technical capabilities to meet Government needs associated with the Technology Areas attachment; (4) the Consortium will be managed by a Consortium Manager (CM) that will run the day-to-day operations of the Consortium, solicit and sustain Consortium members, assist Consortium members with proposal preparation, and facilitate financial transactions between the Government and the Consortium or individual Consortium members. The attached Special Announcement constitutes the request for proposal and outlines the selection process. No classified information shall be submitted in the proposal. No questions from Offerors will be accepted. Offerors may submit comments concerning this OTA requirement, either technical or procedural, and all comments must be submitted to the below email address. The Government may or may not respond to any and all comments. Any comments that affect the nature of this Special Announcement will be posted to Federal Business Opportunities (FBO). No direct discussion between the technical representative and prospective Offerors shall be conducted. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
