- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 1232SC18-934012 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 333111 (Farm Machinery and Equipment Manufacturing), with a small business size standard of 1250 employee. Specifications: With the following minimum specifications: Statement of Work For Rigid Single Offset Ag Disk 1.1 SCOPE OF WORK. The Contractor shall provide all, personnel, equipment, tools, fuel, transport and other items or services necessary to provide and deliver one commercial Rigid Single Offset Ag Disk. The Disk will be delivered to the Sugarcane Field Station, 12990 Hwy 441N, Canal Point, FL 33438 1.2 PHYSICAL SECURITY. The Contractor shall be responsible for safe delivery of all items. The contractor will repair or replace any item that is defective, does not meet specifications, or is damaged during transport. 1.3 HOURS OF OPERATIONS. Normal Hours. All deliveries shall fall within the hours of 7:30 am to 4:00 pm, Monday through Friday. 1.4 GENERAL. The Contractor shall furnish everything required to perform this Statement of Work. Exhibit 1 The Contractor shall provide all labor, material and equipment to construct and deliver one Rigid Single Offset Ag Disk with the following specifications: 1. Class: General Purpose 2. Frame: 5 In. x 5 In. x 3/8 In. High Strength Steel Tube 3. Disk Blades: 26 In. x 5/16 In. Notched (Smooth Optional) 4. 28 In. x 5/16 In. Notched (Smooth Optional) 5. Weight Per Disk Blade: 282 lbs./blade 6. Gang Axles: 1-5/8 In. or 2-1/8 In. Round Heat Treated High Strength Alloy Steel. Threaded on both sides 7. Number of Disks: 23 8. Approximate Net Weight: 5,925 lbs. 9. Approximate Wide of Cut: 10 Ft 10. Transport Width: 11 Ft 11. Disk Spacing 10-1/2 In. 12. Disk Standards: Rigid, Welded Reinforced 13. Disk Scrapers: Rigid, Adjustable 14. Recommended Drawbar HP: 90-110 HP 15. Wheel Hub Bearings: Dual Tapered Roller Bearings 16. Wheels: 6-Bolt Hubs 17. Tires: (4) 9.5L x 15 In. 8 Ply Implement 18. Bearing Wear Plates: Standard 23. Hydraulics: 5 In. x 8 In. Hydraulic Lift Cylinder 24. Hitch Type: Spade Definable Features of Work 1. Assembly. The Ag Disk shall be delivered to the Sugarcane Field Station completely assembled. 2. Operational Condition. The Ag Disk shall be in operational condition when delivered. 3. Parts and Service. The dealership shall stock parts that require frequent replacement, such as belts, hoses, blades, filter, bearings, spindles, and U-joints in order for location to obtain to make minor repairs. The dealership shall be capable of performing any major repairs the disk may require. The dealership shall be able to transport the disk from Canal Point to the dealership and back in case of major repairs. 4. Delivery and Inspection. The Contractor shall test the operation of the disk prior to delivery and summit documentation with the unit verifying the outcome of the test. The Contractor shall also submit operation manuals, parts list and warranty documents at this time. Delivery must state door to door to the following address: USDA ARS Sugarcane Field Station 12990 Hwy 441N Canal Point, FL 33438 Additionally, delivery costs to the above location must be annotated in proposal. The Government anticipates award of a Firm Fixed Price contract. Delivery will be within 60 days of award, quoted price should include delivery costs and units. Each offer must show a breakdown giving price of the new equipment, provide descriptive literature or information showing that the offered equipment meets all specifications. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). Electronic submissions are preferred. Please email all quotes to lynn.hults@ars.usda.gov. NO LATE QUOTES WILL BE ACCEPTED. The basis for award is Lowest Price Technically Acceptable. "LPTA" means the expected outcome of the acquisition that result from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping), and must also have satisfactory Past Performance. INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by requiring office's technical representative and accepted at destination.
