- Amendment 0001 - Questions and Answers Digitization of Audio-visual Materials for the Library of Congress The Library of Congress FEDLINK seeks digitization services on behalf of the Library of Congress for two units, the Motion Picture, Broadcasting, & Recorded Sound Division, and the Veterans History Project. The MBRS selection consists of approximately 425 two-inch video tapes from the National Educational Television (NET) and Public Broadcasting System (PBS) collections, created in the 1960s and 1970s. These tapes are a subset of larger collections that exist on deteriorating media. The VHP selection consists of moving image materials in a variety of formats, including VHS, S-VHS, VHS-C, S-VHS-C, Hi-8/Digital 8 videotape and 8mm, 16mm, and 35mm film. The focus of this VHP project is the most vulnerable formats. Note: there are two 35mm cellulose nitrate films, each about 5 minutes in length. Master files, derivatives, and associated metadata shall be delivered according to the BagIt specification. Digitization will take place at Contractor facilities located within the United States. The Contractor must provide round-trip transportation of original materials to/from their facility. The MBRS materials are housed in the National Audio-Visual Conservation Center in Culpeper, VA; the VHP materials are housed at the Library of Congress in the Capitol Hill complex in Washington, DC. The anticipated performance period is for one twelve month period. All prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. Proposals and questions must be submitted electronically for RFP # LCFDL18RFP006 no later than the dates specified in the solicitation according to instructions in Section L. Interested parties are responsible for monitoring the FedBizOpps website to ensure that they have the most up-to-date information about this acquisition. No hard copies of the RFP will be made available. This requirement is not set-aside for small businesses. All questions shall be submitted in writing and addressed to the Contracting Officer via email as specified. NO TELEPHONE CALLS will be accepted.
