- Sources Sought (Request for Interested Manufacturers) FROM: James Gordon 408 SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: AN/ALR-56C Digital High and Low Band Receivers SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the AN/ALR-56C Digital High and Low Band Receivers. LRU-3 Low Band Receiver 5865-NCC-661521 LRU-6 High Band Receiver 5865-NCC-661522 ITEM DESCRIPTION These items are critical to the functionality of the An/ALR-56C Radar Warning Receiver (RWR). The An/ALR-56C is the RWR portion of the F-15 Tactical Electronic Warfare System (TEWS). The LRU 3 Low Band Receiver detects incoming low frequency radar signals, identify, associate these signals to a known threat and alert the aircraft crew. Additionally the An/ALR-56C's main processor is located within LRU 3. The LRU 6 is used to detect high frequency radar signals. Impediment to Competition: The original equipment manufacturer for this item is BAE (CAGE 81413), which maintains its configuration by part number and software version. The Government does not own complete data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, BAE is the only known source with adequate knowledge of the Low and High Band Receivers performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to BAE for the manufacture of the Low and High Band Receivers in support of the F-15 Electronic Warfare program. Other interested parties may identify their interest and capability to respond to the requirement no later than 21 Sept 2018 by emailing Jim Gordon at james.gordon.10@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
