limited justification SOW This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The Army Contracting Command Aberdeen Proving Ground, Tenant Contracting Division, 6565 Surveillance Loop, Aberdeen Proving Ground MD 21005 has a requirement to procure U.S. Army, Edgewood Chemical Biological Center will purchase of an upgrade to the DELTA V Isotope Ratio Mass Spectrometer. This upgrade will add three channels to include chlorine detection to the current Thermo Scientific DELTA V isotope ratio mass spectrometer located at Aberdeen Proving Ground, Maryland. The Government intends to award a firm-fixed priced sole source purchase order to Thermo Electron North America, LLC, 5225 Verona Road, Madison, WI 53711. ECBC requests the purchase of the above. See attached justification for more details. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 1,000. All response received within 3 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM EST, September 13, 2018. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
